Hacienda seizes the allowances of the far-right Vox councilman who offered to show his "plum" in full session: it demands 53,639 euros

The Tax Agency has seized the municipal allowances of Alfonso de Ceballos-Escalera y Gila, a Vox far-right councilor in the Segovia City Council, to cover a debt of 53,639.32 euros. The City Council has executed the order by withholding the 1,122 euros that the councilor was supposed to collect for attending plenary sessions and other municipal bodies during July.

The measure is included in a Mayor's decree of August 17, reported by 'elDiario.es Castilla y León', which executes a diligence sent by the Special Delegation of the Tax Agency in Castilla y León. The order obliges to withhold municipal credits in favor of the councilor until the claimed amount is covered. The known document leaves the origin of the debt unclear, as well as the affected tax concepts and the corresponding fiscal years.

Ceballos-Escalera can file an appeal for reconsideration during the month following the notification. This procedure would only stop the embargo if he requests the suspension and it is granted. The far-right Vox has opted for silence regarding the situation of its municipal representative. "We have nothing to say on this matter," the group responded to a request for an assessment.

The councilor does not have exclusive or partial dedication and receives money from the City Council only for his attendance at the Corporation's bodies. According to the official amounts of the City Council, he collects 260 euros for each plenary session, 160 for informative commissions, and 130 for attending contracting tables or spokespersons' meetings.

The "plum" plenary session

The now-seized councilor made headlines in February 2025 for an intervention during a municipal plenary session. Ceballos-Escalera, Marquis of La Floresta and Viscount of Ayala, offered to privately show his "plum" to demonstrate that his criticisms of the well-known sculpture of the Segovia imp had no relation to envy. "Privately, I offer to show you that I am not moved by that feeling," he stated to the bewilderment of the hall.

The mayor of Segovia, José Mazarías, of the PP, asked him to be "correct" and described his words as "out of place". The councilor eventually withdrew them. The scene had begun after Ángel Galindo, of Izquierda Unida, ironized about Vox's insistence against the imp's genitals, a sculpture by José Antonio Abella that takes a selfie in front of the Aqueduct. Ceballos-Escalera himself even defined it as a "monument to evil and delinquency".

His municipal declaration of assets, presented at the beginning of his term, included two homes, an unavailable deposit of 200,000 euros, several vehicles, a mortgage close to 40,000 euros, and a personal loan of about 13,000. That inventory portrays the situation reported in 2023 and leaves unresolved the origin of the current tax debt. The known consequence already appears in the municipal accounts: the first 1,122 euros of his allowances have been made available to the Treasury.
