The hiring of Guinadell Orriols as an interim agent of the Ripoll Local Police has reached the Anti-Fraud Office of Catalonia this Thursday. The body has opened a file for alleged irregularities in the selection process that ended with the daughter of the ultra leader Sílvia Orriols incorporated into the municipal force politically directed by her mother.
The complaint filed by a private individual has been admitted for processing and now moves to an investigation phase to verify its veracity. The opening of the file does not yet prove that there was preferential treatment, although Antifrau considers that the facts fall within its competencies and deserve to be examined.
Over the next few months, it may request documentation from the City Council, conduct interviews, and carry out inspection visits. The procedure may end up archived, with recommendations for the Consistory, or with the communication of possible administrative, disciplinary, or accounting responsibilities. If it finds evidence of a crime, the body could also transfer its conclusions to the Public Prosecutor's Office.
The case reaches Orriols amid the political growth of Aliança Catalana. The far-right pro-independence party entered the Parliament with two deputies in 2024, and the latest CEO barometer grants it between 23 and 25 seats, an increase that would allow it to widely surpass Junts and dispute the second position in Catalonia.

The City Council opened the process on June 11 through an urgent call to fill an interim position. 24 people registered, 15 attended the written test, and only five passed it before moving on to a personal interview. Orriols' daughter obtained the highest score and joined the Local Police on July 17.
The mayor has defended that the exam was prepared minutes before the test and that the applicants were identified only by their DNI digits. She also maintains that she remained "absolutely on the sidelines" and that her daughter won the position on her own merits.
The municipal documents, however, raise the doubt that Antifrau will now have to resolve. Orriols signed the decree on June 30 that approved aspects of the procedure and validated the composition of the tribunal, when her daughter's candidacy was already in the file. The call itself also reminded that the mayor holds the superior command of the Local Police.
The article 23 of the Law on the Legal Regime of the Public Sector obliges authorities to abstain when they have a blood relationship within the fourth degree with any of the interested parties. Their intervention does not automatically invalidate the process, although the lack of abstention can generate responsibilities.
Junts has asked Orriols to delegate Security competencies while her daughter remains on the staff and the PSC demands an external legal audit with access to the entire file. The mayor refuses to leave the area on which the Local Police depends and maintains that the selection was "clean, transparent and based on the law".

The ultra leader has responded to the opening of the file by attacking the media. Orriols has accused the "subsidized press" of trying to sow doubts about her and has described the complaint as "self-serving and biased". She has also reproached that the headlines highlight Antifrau's actions and has concluded her message with a defiant "You are desperate".

Shortly after, she went a step further. The mayor has published a photograph of Roger Molinas, his name and the profile he uses on X, in addition to presenting him to her followers as a person linked to the Comuns and responsible for the complaint.
"Here he is," she wrote before accusing him of wanting to "manipulate public opinion" and questioning a process in which her daughter got the best grade. Orriols has thus turned an Antifrau action on the functioning of the City Council into a direct confrontation against the citizen who went to the body.

Molinas, a former militant of Iniciativa per Catalunya, responded that the public exposure of his data has led to messages from followers of Aliança Catalana. "After the tweet from the fascist Orriols pointing me out, her followers started arriving," he denounced before blocking the mayor and making his account private.
