The Community of Madrid will require, starting next Monday, June 15, to be registered in the region or in certain municipalities with transport agreements to be able to obtain or renew the Personal Public Transport Card (TTP), popularly known as the transport pass.
The measure, published in the Official Gazette of the Community of Madrid (BOCM), affects both new applications and renewals. It will also apply to those who lose their card and need to issue a new one, provided they cannot prove their resident status.
Until now, access to this transport ticket did not require being registered. However, the regional Government maintains that the requirement was already contemplated in the current regulations and that its application had been delayed due to technological issues and, subsequently, due to the consequences derived from the pandemic.
Proof of residence must be provided through a certificate of registration or by authorizing the administration to consult this data. The obligation will affect residents of Madrid municipalities and also those included in tariff zones E1 and E2 or in the agreements signed with Castilla-La Mancha and Castilla y León.
From the Ministry of Transport, they argue that bonuses financed with public funds should primarily be allocated to those who contribute to sustaining the system. They also recall that 94% of public transport funding comes from the Community of Madrid and the municipalities of the region.
The regional Executive estimates that the impact of the measure will be limited, as it will only affect 3.4% of users. Likewise, it has clarified that it will not have retroactive effects, so those who already have a valid pass can continue to use it under current conditions.
The regulation contemplates some exceptions, among them holders of the accrediting title of large family. In addition, the Community maintains that other subsidized transport alternatives will be maintained for non-resident users and that the agreements with Castilla-La Mancha and Castilla y León will remain fully in force.
