The peace that is not consolidated. The new chapter of the war between the United States and Israel against Iran once again shatters the hope of reaching a pact between Donald Trump and the ayatollah regime. The American president threatened Iran this Monday that if they do not reach an agreement with Tehran, he "will finish the job" with more bombings and attacks on the country's energy plants.
"We can take down their bridges in an hour. We can put out of service their energy supply, all those big plants they have built," Trump wrote on his social network.
In this context, the Iranian Foreign Minister, Abas Araqchí, warned that negotiations to bring about peace in the war will not resume until Trump ceases his threats. "Paragraph 13 of the Memorandum of Understanding is clear: negotiations on the final agreement will not begin as long as threats continue. Respect your signature," the minister explained via his X account.
Likewise, he stated in his writing that neither the population nor the Armed Forces "will be intimidated by any threat."
The 14 points of the provisional agreement
The United States of America and the Islamic Republic of Iran have jointly agreed in good faith to the following:
1 — The United States of America and the Islamic Republic of Iran, as well as their allies in the current war, sign this memorandum of understanding to declare the immediate and definitive cessation of military operations on all fronts, including Lebanon, and commit, from now on, not to initiate any war or military operation against each other, to refrain from resorting to the threat or use of force against each other, and to guarantee the territorial integrity and sovereignty of Lebanon. The final agreement will confirm the definitive cessation of the war on all fronts, including Lebanon, as well as the other provisions of this paragraph.
2 — The United States of America and the Islamic Republic of Iran commit to mutually respect their sovereignty and territorial integrity and to refrain from interfering in each other's internal affairs.
3 — The United States of America and the Islamic Republic of Iran commit to negotiate and reach the final agreement within a maximum period of 60 days, extendable by mutual agreement.
4 — Immediately upon the signing of this memorandum of understanding, the United States of America will begin to lift its naval blockade and any disruption or obstacle against the Islamic Republic of Iran, and will completely end the naval blockade within 30 days. During this period, maritime traffic will be re-established proportionally to the volume of pre-war traffic being re-established by the Islamic Republic of Iran. The United States of America further commits to withdrawing its forces from the vicinity of the Islamic Republic of Iran within 30 days of the final agreement.
5 — Upon the signing of this memorandum of understanding, the Islamic Republic of Iran will take the necessary measures, making every effort, to ensure the safe and cost-free passage of commercial vessels, for 60 days only, from the Persian Gulf to the Sea of Oman and vice versa. Commercial vessel traffic will begin immediately and, taking into account the need to remove technical and military obstacles and to carry out demining by the Islamic Republic of Iran, will be re-established within 30 days. The Islamic Republic of Iran will engage in dialogue with the Sultanate of Oman to define future administration and maritime services in the Strait of Hormuz, in consultation with other Persian Gulf littoral states, in accordance with applicable international law and the sovereign rights of the littoral states of the Strait of Hormuz.
6 — The United States of America commits, together with its regional partners, to develop a definitive and consensual plan, endowed with at least 300 billion US dollars, for the reconstruction and economic development of the Islamic Republic of Iran. The mechanism for the implementation of this plan will be finalized as part of a definitive agreement within 60 days. The United States of America will grant all necessary licenses, exemptions, and authorizations for the relevant financial transactions.
7 — The United States of America commits to lifting all types of sanctions against the Islamic Republic of Iran, including United Nations Security Council resolutions, IAEA Board of Governors resolutions, and all unilateral US sanctions, both primary and secondary, according to an agreed timetable as part of the definitive agreement. The Islamic Republic of Iran and the United States of America recognize the fundamental importance of the aforementioned issue of lifting sanctions and have expressed their intention to immediately address these issues in negotiations with the aim of reaching a mutual agreement thereon.
8 — The Islamic Republic of Iran reaffirms that it will not acquire or develop nuclear weapons. The United States of America and the Islamic Republic of Iran have agreed to resolve the issue of the disposition of enriched material stockpiles through a mutually agreed mechanism, in accordance with the timetable mentioned in paragraph seven, and with the minimum methodology of in-situ dilution under IAEA supervision. The two parties also agreed to discuss the issue of enrichment and other mutually agreed matters related to the nuclear needs of the Islamic Republic of Iran, based on a satisfactory framework to be agreed upon in the definitive agreement. The definitive agreement will confirm the provisions of this paragraph and the Islamic Republic of Iran recognizes the fundamental importance of the aforementioned nuclear issues. Both parties express their intention to immediately address these issues in negotiations with the aim of reaching a mutual agreement thereon.
9 — Pending the definitive agreement, the United States of America and the Islamic Republic of Iran agree to maintain the status quo. The Islamic Republic of Iran will maintain the current status quo of its nuclear program, and the United States of America will not impose new sanctions or deploy additional forces in the region.
10 — The United States of America commits that, immediately upon the signing of this memorandum of understanding and until the lifting of sanctions, the United States Department of the Treasury will grant waivers for the export of Iranian crude oil, petroleum products, and derivatives, as well as for all associated services, including banking transactions, insurance, transportation, etc.
11 — The United States of America commits to making available for use the frozen or restricted funds and assets of the Islamic Republic of Iran once this Memorandum of Understanding is implemented. The United States of America and the Islamic Republic of Iran will mutually agree on the procedures related to the release of these funds during negotiations. Such funds, whether by obtaining the original account or by transfer, will be made fully available for payment to any ultimate beneficiary designated by the Central Bank of the Islamic Republic of Iran. The United States of America commits to issuing all necessary licenses and authorizations for this purpose.
12 — The United States of America and the Islamic Republic of Iran agree that an executive mechanism will be established to oversee the proper implementation of this memorandum of understanding and future compliance with the definitive agreement.
13 — Following the signing of this memorandum of understanding, and provided that the implementation of paragraphs 1, 4, 5, 10, and 11 thereof begins, as well as the continued implementation of said measures, the United States of America and the Islamic Republic of Iran will initiate negotiations on the definitive agreement, focusing exclusively on the other paragraphs.
14 — The definitive agreement will be ratified by a binding resolution of the United Nations Security Council.
