Sumar has assured that it sees as viable reaching a political agreement to approve again the extension of rental contracts by decree, after the initiative was rejected in Congress. The Minister of Social Rights, Pablo Bustinduy, has placed this measure among the Executive's priorities and has defended that it can go ahead “before summer”.
From Sumar they insist that the decree formula is the fastest way to offer “certainty” to about three million people affected by the rental market. The minority partner of the Government rejects for now introducing these changes through parliamentary amendments, as proposed by the PSOE, and opts for attempting a new direct validation in Congress.
The party considers that there is room for understanding with Junts per Catalunya, especially after the party of Carles Puigdemont showed itself willing to negotiate if tax incentives linked to rent and the purchase of habitual housing are incorporated. Among the proposed measures are deductions in the IRPF and tax benefits for owners.
In parallel, the Minister of Housing, Isabel Rodríguez, opened the door this week to study some of the proposals defended by Junts, especially those related to tax incentives. Sumar considers that these concessions could facilitate a sufficient majority to pass the decree in the Lower House.
In addition to the extension of rents, the political space led by Yolanda Díaz maintains as an objective to advance in the regulation of seasonal rentals, an issue they consider key to curbing price increases in certain areas. The negotiation between the Government partners and Junts will continue in the coming weeks with the intention of closing an agreement that allows the measures to be approved before summer.
