The far-right Vox will support Sumar's proposal to remove Morocco from the 2030 World Cup

The far-right Vox will vote in favor of Sumar's proposal to demand that Morocco be excluded from organizing the 2030 World Cup, jointly awarded to Spain, Portugal, and the North African country. Santiago Abascal's 32 deputies will support the Non-Legislative Motion when it reaches Congress, presumably during September.

The decision causes a striking coincidence between two formations located in completely opposing political positions. Vox and Sumar have reached a similar conclusion after the migratory crisis registered in Ceuta, although their arguments and their treatment of immigration stem from radically different approaches.

Podemos will also support the petition. The sum of Sumar, Vox, and the purple formation would reach 62 deputies, 26 from Sumar, 32 from Vox, and four from Podemos. The rest of the parliamentary groups have not yet openly announced their position, so the initiative currently lacks sufficient support to prosper.

Vox takes advantage of the Ceuta crisis to harden its offensive

Abascal's party has registered its own Non-Legislative Motion against Morocco's participation. Its text argues that the events of July 30 and 31 have broken the necessary trust between the countries responsible for jointly organizing the championship and presents Rabat as a disloyal partner for Spain.

Vox demands that the Government ask FIFA for Morocco's exclusion and advocate for the final to be held on Spanish territory. The far-right has made the Ceuta crisis one of its main political fronts and has also demanded the deployment of the Navy off the coast of Ceuta to prevent new entries on August 15.

The parliamentary coincidence will in principle be limited to the text presented by Sumar. Everything indicates that the minority partner of the Government will reject Vox's own initiative, marked by the migratory discourse that Abascal's party usually uses to mobilize its electorate.

Sumar proposes exclusion based on the defense of human rights, the situation of the Sahrawi people, and the political use of vulnerable people by the Moroccan authorities. Its proposal argues that Rabat should not receive the prestige, economic benefits, and international legitimacy associated with hosting a World Cup while these doubts persist.

Podemos maintains a similar position. Its Secretary General, Pablo Fernández, has described Morocco as a dictatorship that violates human rights and has advocated for Spain to continue organizing the championship solely with Portugal.

A political vote that cannot change the World Cup on its own

The proposal is expected to be debated with the start of the new political term, although it still lacks a firm date. Non-legislative proposals serve to urge the Government to act or to establish the political position of Congress, but their resolutions are not binding.

Even an eventual approval would not automatically remove Morocco from the World Cup. FIFA officially designated Spain, Portugal, and Morocco as the main organizers of the championship, along with the three commemorative matches to be played in Argentina, Paraguay, and Uruguay. Any modification to the distribution would require a decision from the international organization itself.

The Government maintains its commitment to the shared project. The Minister of Sports, Milagros Tolón, has reminded that there may be differences within the coalition, but the Executive continues to bet on the World Cup in its current format.

Spain also maintains the battle to ensure the final is played in the country, with Madrid among the main candidacies. The venue for the last match remains pending and will be decided by FIFA, while Morocco tries to bring it to the future Hassan II stadium in Casablanca.

Congress will debate in September an initiative capable of increasing political pressure on the Government and publicly opening the discussion on the relationship with Rabat. Vox will contribute its votes to Sumar's text, Podemos will complete the bloc of 62 deputies, and the position adopted by the PSOE, the PP, and the regional groups will determine the result.
