Pedro Sánchez already announced on July 9 before Congress several of the measures of the Draft Organic Law on Public Integrity approved in the Council of Ministers. The state plan to combat corruption that the President of the Government communicated after the implications of the last two PSOE Organization Secretaries, José Luis Ábalos and Santos Cerdán, in the 'Koldo case' became known. The government spokeswoman, Pilar Alegría, has indicated that the coordination of the measures it contains will correspond to an interministerial commission presided over by the first vice-president and Minister of Finance, María Jesús Montero.
The plan is divided into five axes, which range from strengthening controls to prevent and prosecute corruption, the introduction of artificial intelligence applications on the public sector procurement platform, to random checks on the assets of senior officials. The Draft Law includes, among other measures, the creation of the Independent Agency for Public Integrity, which will be responsible for centralizing the powers of prevention, supervision, and prosecution of corruption.
External audits of the finances of parties and their foundations are intended to be incorporated, whistleblowers of corruption are to be protected, and the State's capacity to better prosecute corruption cases and recover assets obtained through these practices is to be strengthened. The Preliminary Draft of the Organic Law on Public Integrity arrives nine months after its announcement by the President of the Government.
