The final report published at a European level on the power outage of April 28, 2025 concludes that there was no single cause, but a combination of factors that caused a situation of instability in the grid. Among them, failures in system coordination, weaknesses in the electrical infrastructure, and an insufficient response to the first signs of imbalance are identified.

According to the document, the grid operated under high-voltage conditions during the incident, which hindered the operators' reaction capability. Furthermore, it is pointed out that some safety mechanisms did not function as expected or did so with delay, contributing to the problem spreading instead of being contained in initial phases.

The report also focuses on the interaction between electricity companies and regulatory bodies, pointing out the need to improve supervision and crisis response protocols. In this regard, it emphasizes that better coordination and an update of control systems could have mitigated the impact of the blackout, preventing its large-scale spread.
