The Government has decided to leave out of this Tuesday's Council of Ministers the expected royal decree on Housing. The norm, planned for before the summer break, is delayed until September due to the lack of parliamentary support necessary to guarantee its validation in Congress, according to sources from the Ministry of Housing.
The main obstacle lies with Podemos, whose five deputies refuse to support the text, considering that it incorporates a modification of the Land Law that, in their opinion, favors urban "speculation." The lack of that support has prevented the Executive from securing the necessary majority to pass the decree.
The decree aimed to incorporate some of the main measures promoted by the Ministry of Housing and demanded by Sumar. Among them were the regulation of temporary and room rentals, the obligation to formalize these types of contracts in writing, and the increase in VAT applicable to tourist housing up to 21%.
It was last June when the Government spokesperson, Elma Saiz, announced that the Executive's intention was to approve this package of measures during the month of July. However, the lack of a sufficient agreement with parliamentary partners has forced its processing to be postponed.
From the Ministry of Housing, they insist that the postponement responds to the desire to reach a "broad and transversal" agreement. Although they maintain that consensus is "closer than at any other time in the legislature," they admit that the complexity of the decree and the lack of time before the parliamentary recess have led the Executive to grant a few more weeks for negotiation. In addition, the Government has decided to focus the last Council of Ministers of the political year on measures related to the emergency caused by forest fires.
