The PP has brought to Congress a non-legislative motion with which it demands the Government to reinforce the planning of electricity grids, with the aim of unblocking urban housing projects affected by the lack of access to electrical power.

The initiative, promoted by the party led by Alberto Núñez Feijóo, points out that numerous city councils already have land, financing, agreements with developers, and necessary permits to develop housing, both public and private. However, these projects are halted by the refusal of distribution companies to provide the required power, due to node saturation or already committed concessions.

According to the PP, part of this problem responds to the system in force in Spain, based on the order of application, where the first to request access to the network has priority. A model that, they maintain, differs from the criterion of the European Commission, which recommends prioritizing projects with a greater degree of maturity.

In the judgment of the formation, this system generates “legal uncertainty” for the city councils and exposes them to “very high financial risks,” by not guaranteeing the necessary electricity supply after significant investments in urbanization.

In this context, the party warns that “this situation immediately paralyzes the development of projects due to the risk of unassumable economic losses, scaring away investment in a strategic sector such as housing.”

Furthermore, the PP criticizes that the necessary reinforcements in the electricity transmission network have not been undertaken, which has left an “outdated” infrastructure. It also questions the distribution of new capacities after the blackout, pointing out that more than double the gigawatts have been allocated to the production of green hydrogen than to housing projects.

For all these reasons, the party urges the Executive to approve “with the greatest possible urgency” the Electricity Transmission Network Development Plan 2025-2030, incorporating the necessary investments to adapt and reinforce the networks based on the ongoing urban developments.
