The President of the Senate will travel this Friday to Ceuta in the midst of the migration crisis and will meet with Vivas amid the pulse with the Government

The president of the Senate, Pedro Rollán, will travel this Friday to Ceuta to address on the ground the crisis opened after the massive entry of migrants from Morocco. His agenda includes a meeting with the president of the autonomous city, Juan Jesús Vivas, representatives of the Assembly and the two senators elected by the Ceuta constituency.

The visit incorporates an important institutional component due to the moment in which it occurs. Rollán will arrive in the city while the Senate maintains a pulse with the Government over the refusal of several ministers to appear during August to explain the actions of their departments in the face of the emergency.

The president of the Upper House will be received by Vivas at 11:45 a.m. in the Assembly Palace. After signing the Book of Honor, both will hold a working meeting with several members of the Government and the political representation of Ceuta.

The meeting will be attended by vice presidents Alejandro Ramírez and Kissy Chandiramani, the Minister of the Presidency, Alberto Gaitán, and the vice presidents of the Assembly, Melchor León and Fátima Hamed. Senators for Ceuta Cristina Díaz and Abdelhakim Abdeselam Al Lal, both belonging to the Popular Group, will also participate.

The delegation will analyze a situation that is still far from being resolved. Interior estimates that about 5,000 people remain in Ceuta and has raised the number of identified minors to 1,898. Marlaska admitted this Thursday that recovering normality prior to July 30 "takes time" and announced the sending of 45 police officers to reinforce security and another 20 officials assigned to expedite expulsion files.

The trip comes amid a clash over parliamentary control

The Senate enabled August to demand the presence of the ministers of Interior, Defense and Foreign Affairs in three extraordinary commissions. The Government maintains that its officials will give explanations in Congress at the end of the month and argues that the crisis still requires their direct attention.

Fernando Grande-Marlaska did not attend the Interior Commission this Wednesday, whose session was held with the minister's chair empty. José Manuel Albares remains summoned for Monday the 17th and Margarita Robles for Tuesday the 18th, although both have communicated that they will not attend during August either. The Minister of Defense has requested to move her appearance to the ordinary session period to be able to prepare it "with a minimum of rigor and detail."

The clash affects one of the essential functions of the Cortes. Article 110 of the Constitution allows the Chambers and their committees to demand the presence of Government members, while the Executive has chosen Congress as the setting to account for the crisis.

Rollán and Vivas will appear at the end of the meeting in the Throne Room of the Assembly Palace. The President of the Senate will then complete his visit to different parts of Ceuta accompanied by the Minister of Commerce, Tourism, Employment and Sport, Nicola Cecchi Bisoni.
