The Popular Party has brought to Congress the pressure on Félix Bolaños for the legal response to the Ceuta crisis. The Popular Group has registered a battery of 15 questions for the Minister of the Presidency, Justice and Relations with the Cortes to explain his contacts with Morocco and the actions developed since the massive entry last July 30.
The initiative bears the signature of deputies Cuca Gamarra and María Jesús Moro, according to the document accessed by 'ElConstitucional.es'. The document focuses on the Liaison Magistracy that Spain maintains in Rabat and that depends on the department headed by Bolaños. Among its functions are facilitating judicial cooperation between both countries and supporting requests for international assistance.
Fifteen questions about deceased, minors and returns
The PP wants to know when the liaison magistrate was activated, what actions he has carried out since the beginning of the crisis and if Spain has requested help from Morocco to identify the deceased and locate their families. The document indicates that, when the initiative was registered, the Ceuta morgue had accounted for 83 bodies.
The 'popular' also ask if there is a list of disappeared persons provided by Moroccan families, who coordinates the delivery or repatriation of the bodies and what measures have been adopted to avoid burials without having exhausted the possibilities of identification.
The battery also includes questions about the return of minors, the expulsion and reception of adults and the investigations opened against those who could organize, finance or facilitate the crossings. Gamarra and Moro also demand that the Executive clarify whether it will fully collaborate with the investigation opened in the Instruction Section of the Central Court of First Instance.
De los Santos takes the offensive to the political arena
The deputy secretary of Education and Equality of the PP, Jaime de los Santos, presented the initiative this Thursday and publicly directed his questions to Bolaños. The popular leader wants to know what coordination he has maintained with the Moroccan Minister of Justice, Abdellatif Ouahbi, and what legal tools the Government is using to expedite returns.

De los Santos has spoken of some 11,000 Moroccan citizens still present in Ceuta. The latest police sources placed the figure at around 10,000 after more than 600 people voluntarily left the city during the last 48 hours.
The popular leader has also asked about the sexual assaults reported during the crisis and about the health response, a competence of the Ministry led by Mónica García in the autonomous city. These questions were part of his public intervention, while the registered document focuses on judicial cooperation with Morocco, the identification of victims, and returns.
The Government must respond in writing. Bolaños will have to set dates, interlocutors, and concrete measures for a cooperation that his own ministry has defined as "very effective and of very good quality."
