The Government grants the new DTT license to SIETE for 15 renewable years leaving Mediaset out

The new open concession strengthens a group linked to Prisa's environment and represents a setback for the Italian audiovisual giant

The Council of Ministers has approved this Tuesday the awarding of a new national Digital Terrestrial Television (DTT) license to the company SIETE (Servicios Integrados de Entretenimiento Televisivo SL), which implies that Mediaset España has not managed to obtain the concession.

The awarded company is linked to the group of Prisa shareholders grouped around Global Alconaba and is administered by Andrés Varela Entrecanales, as confirmed by Executive sources to Europa Press.

The other candidate for the tender was Mediaset España, which currently holds eight television licenses in the country. The decision represents a setback for the Italian audiovisual group, which aspired to expand its free-to-air presence in a context of audience pressure.

The tender was called on October 14, 2025 by the Council of Ministers, at the proposal of the Ministry for Digital Transformation and Public Function, with the aim of awarding a new DTT license under a competitive bidding regime.

The process establishes an initial concession of fifteen years, renewable for another similar period if legal requirements are met. The Executive maintains that the measure seeks to expand the diversity of the audiovisual offer and improve the quality of the service. The new license comes from the reorganization of the National DTT Technical Plan, in force since March 2025, which redistributes the available capacity of the state television spectrum.

With this award, SIETE joins the Spanish audiovisual landscape in a market historically dominated by large private groups, while the sector continues to adapt to the decline in traditional consumption and the growth of digital platforms.
