Juanma Moreno presents his new Andalusian Government and guarantees "stability for the entire legislature"

Juanma Moreno presented this Thursday the structure of the new Andalusian Government for the XIII Legislature with a message intended to mark the start of the mandate: “The stability of Andalusia is more than guaranteed”. The president of the Junta announced in San Telmo an Executive of 13 ministries, one less than in the previous stage, with three vice-presidencies, one for his new far-right allies Vox, and a composition of seven women and six men.

Moreno defended that the new cabinet is born from a “legitimate, transparent and fully democratic” agreement and insisted that the priority will be to maintain the management path that has marked his previous governments. “This is the Government of stability, of management and of the economic and social progress of our land,” he affirmed during his appearance.

The Andalusian president has once again claimed the so-called Andalusian way, which he presents as a way of governing based on moderation, social dialogue and institutional respect. In the midst of the far-right's entry into the Governing Council, Moreno wanted to focus on continuity and political security of the legislature.

Three vice-presidencies to order the new balance

The main novelty of the organizational chart is in the vice-presidencies. Antonio Sanz will be first vice-president and minister of the Presidency, Health and Emergencies, a portfolio of maximum political and management weight. Manuel Gavira, from the far-right Vox, will occupy the Second Vice-Presidency and will assume Tourism, Justice, Deregulation and Local Administration. Carolina España will be third vice-president, minister of Economy, Finance and European Funds and spokesperson for the Andalusian Government.

The formula allows Moreno to integrate the coalition agreement without altering the central weight of the PP in the strategic areas of the Executive. Health, Presidency, Economy, Finance, Education, Agriculture, Employment, Social Services or Culture remain in popular hands, while Vox enters with a ministry of clear political profile and relevant competencies in tourism, justice and local administration.

The rest of the cabinet maintains a line of continuity with some adjustments. Ramón Fernández-Pacheco will continue at the head of Agriculture, Fisheries, Water and Rural Development. Carmen Castilla will continue in Education. Jorge Paradela will assume Universities, Industry, Energy and Innovation. Rocío Blanco will repeat in Employment, Business and Self-Employment, and Loles López will continue in Social Services, Family and Equality.

Among the novelties, Rocío Díaz will now lead Housing, Youth and Spatial Planning, an area called to gain presence in the legislature. Mario Muñoz Atanet will be Minister of Public Works and Mobility. Adolfina Martínez Guirado enters Sustainability and Environment, and José Antonio Nieto will take charge of Artificial Intelligence, Digital Development and Public Administration. Patricia del Pozo maintains Culture, Sport and Historical Heritage.

The 2027 Budget marks the first calendar

Moreno has placed the preparation of the Andalusian Budget for 2027 as the first task of the new Executive. The president recalled that the process usually starts in June and warned that the Government cannot lose time if it wants to bring the accounts to Parliament on time and have them in force on January 1.

Budgetary preparation will be the first internal test of the coalition. Moreno wants to start the legislature with a signal of institutional normality and with accounts that allow the Government agreement to be deployed without breaking the stability he promised this Thursday. He also announced that the Executive will analyze new tax cuts, one of the hallmarks of his previous mandates.

In his speech, the president defended that the new Government "comes to add" and asked to judge it by its management. The photo of San Telmo opens a different stage for Andalusia, with the Vox ultras inside the Governing Council for the first time, but with Moreno trying to preserve the framework that has given him political centrality since 2019.

The new team already has a first task on the table. After the appointments and the swearing-in, the Treasury calendar will mark the immediate pace of the Andalusian Executive.
