The president of the Community of Madrid, Isabel Díaz Ayuso, has announced during the control session of the Plenary of the regional Executive, that she will hold an extraordinary Plenary session to approve the autonomous law that recognizes the unborn conceived as another member of the family unit on July 2.

The Government of the Community of Madrid approved a Bill, within the Parenthood and Natality Protection Strategy, to consider an embryo as a member of the family unit, so that the family can access financial aid.

According to Ayuso, “every life matters from the first breath” and her Government is “legislating for the unborn”, statements that represented a shift from the position Ayuso herself expressed in 2023, in an interview on ‘Antena 3’ with Susana Griso, when she stated that abortion “should be legal, safe”, although she qualified, “infrequent”, which evidences a contradiction between her defense of the right to abortion and the current policies of her Executive, aimed at incentivizing the continuation of pregnancy through various public supports.

Thus, the Madrid Executive introduced the recognition of the embryo as a member of the family unit for administrative purposes, which will allow it to count towards accessing certain public aid. The measure is part of the Parenthood and Natality Protection Strategy.

The spokesperson for the regional Government, Miguel Ángel García Martín, explained that the objective of the project is to strengthen natality policies and expand access to aid for families who decide to have children. The text establishes that the so-called “unborn conceived” may be considered a member of the family unit if it means a greater benefit in the granting of benefits, without generally requiring a minimum number of weeks of gestation.

The initiative details that this recognition may be applied to different autonomous aids, with variable conditions depending on the benefit. In some cases, it will be enough to prove the pregnancy, while in others specific criteria are set, such as for the large family title, which can be requested from the 14th week of gestation. The regional Government maintains that the measure seeks to “protect life and help families who decide to have a child.”
