A grassroots lawyer stands up to Óscar López and puts PSOE-M in regional primaries

Silvia López Quivira, a Chamartín militant and labor law expert, is running against Ferraz's favorite candidate to face Ayuso in the upcoming 2027 regional elections.

The PSOE-M will also hold primaries to choose a candidate for the Community of Madrid. When everything pointed to an uneventful proclamation of Óscar López, a grassroots militant has presented her candidacy on the last day of the deadline and has broken the script planned by Ferraz.

The rival of the Minister for Digital Transformation will be Silvia López Quivira, a labor lawyer, a militant of the socialist group of Chamartín and a member of the Free Association of Lawyers of Madrid, where she coordinates the Labor Commission. Her name was practically unknown outside the party, but her irruption forces the general secretary of the PSOE-M to go through the internal process.

The Regional Ethics Commission has validated the pre-candidacies of López and López Quivira for the regional race. Now the decisive phase begins. Between July 4 and 11, both must gather endorsements. The threshold is set at 12% of a census of about 14,000 militants, a demanding figure for a candidacy without an apparatus behind it.

A primary that Ferraz did not expect

Minister Óscar López remains the clear favorite. He has been general secretary of the PSOE-M since December 2024, Minister of the Government of Pedro Sánchez and Ferraz's bet to try to dispute the Puerta del Sol with Isabel Díaz Ayuso in 2027. The candidacy of Silvia López Quivira does not change this correlation of forces at the outset, but it does avoid the image of an uncontested designation.

The surprise also comes at a delicate moment for Madrid socialism. In recent weeks, several sectors had asked Mar Espinar to take a similar step to Enma López in the city of Madrid and open a broader competition against the minister's candidacy. Espinar did not finally present herself, but López Quivira's entry prevents the regional process from being closed by acclamation.

The move also puts the spotlight on another Sánchez minister launched into a difficult position. Madrid has been the great impossible territory for the PSOE for years, with Ayuso installed in a comfortable majority and a very mobilized conservative electorate. López will first have to demonstrate internal strength before trying to convert his organic leadership into a competitive regional candidacy.

Who is Silvia López Quivira

Silvia López Quivira works as a lawyer and manager of a law firm. Her career is linked to labor and social law, administrative law, Social Security procedures, collective conflicts, and labor inspections. She has also been a lawyer for the SMAC of the Community of Madrid.

In the legal field, she has also worked on matters related to military law and with associations of the Royal Guard, the Civil Guard, and the Armed Forces. She does not hold public office or known relevant organic responsibilities within the PSOE-M, which reinforces the contrast with the institutional profile of Óscar López.

In parallel, the Madrid PSOE will experience another high-voltage primary in the Madrid City Council. Reyes Maroto, current municipal spokesperson and continuity option, will face Enma López, who has shaken up the race for Cibeles with a fresh, very visual campaign focused on recovering enthusiasm in a city where the PSOE has not governed since 1989.

If the aspirants obtain the endorsements, the internal campaign will be held from July 12 to 18. The first vote will be on July 19 and, if a second round is needed, it will be held on July 26. Madrid is once again the great internal test for the PSOE before a regional and municipal election in which Ferraz is playing for much more than a simple candidacy.
