Minister Bolaños reinforces Ceuta's courts with a second judge and promises "all means" to restore normality

The Government has taken a new step this Monday to reinforce its response to the migratory crisis in Ceuta. The Minister of the Presidency, Justice and Relations with the Cortes, Félix Bolaños, has authorized a second reinforcement judge for the judicial bodies of the autonomous city, subjected to an extraordinary workload since the massive entries of migrants on July 30 and 31.

The formal request from the General Council of the Judiciary (CGPJ) arrived at the Ministry this Monday and, as Bolaños explained, received immediate approval. "We will put all means to ensure that normality returns to the city as soon as possible," the minister assured.

The judicial reinforcement joins the device coordinated by the Minister of Territorial Policy and Democratic Memory, Ángel Víctor Torres, in charge of the single command activated by the Executive to coordinate the actions of the different ministries involved in Ceuta.

Two judges to alleviate the pressure

The new reinforcement will be the second authorized for the Court of First Instance of Ceuta. The first was agreed last Friday by the CGPJ and fell to Miguel Ángel Torres Segura, magistrate of the Provincial Court of Malaga and known for having instructed the 'Malaya case' against urban corruption in Marbella.

Torres Segura will support the Civil and Instruction Section for six months, extendable if still necessary. The CGPJ justified his incorporation due to the sharp increase in workload and chose his candidacy from seven applicants based on his seniority and experience in civil and criminal jurisdictions.

The second service commission is intended to reinforce the position of the Civil and Instruction Section that has jurisdiction over violence against women. Justice thus completes another of the requested reinforcements so that the ordinary functioning of the courts can absorb the consequences of the crisis without being overwhelmed.

More reception and 168 million for Ceuta

Bolaños' move coincides with a day in which the Government has also accelerated the deployment on the ground. Torres has confirmed that about 800 people have been transferred this Monday to reception centers, while the Executive works to raise the currently available 3,300 places to around 6,000 in a "very short period of time."

The President of the Government, Pedro Sánchez, defended this morning in an interview on 'Hoy por Hoy' on Cadena SER that the Executive will manage to restore normality in Ceuta and also announced the next block of measures. The Council of Ministers will approve this Tuesday an extraordinary package of 168 million euros to boost the economic recovery of the city after a particularly complicated month for companies, self-employed workers, and employees.

Among the measures announced is a 75% bonus on employer contributions to Social Security in Ceuta and Melilla during 2026 and 2027, in addition to direct aid for SMEs and self-employed workers. Affected companies will also be able to resort to temporary employment regulation files (ERTE) with exemptions in contributions and reinforced protection for their workers.

The second judge authorized this Monday thus joins a response that already includes judicial reinforcements, new reception places, and economic resources. The next move will come this Tuesday in the Council of Ministers, with the approval of the 168 million announced by Sánchez for Ceuta.
