The Government approves the public employment offer with 27,232 positions: boost to technological profiles and reinforcement in the face of climate emergencies

Included within the framework of the General State Budgets for 2026, the offer endorsed by the Council of Ministers prioritizes the digitalization of the General State Administration and adds new specialties in AI, cybersecurity, and data science

The Council of Ministers has approved this Tuesday the Royal Decree of the Public Employment Offer (OEP) for 2026, which contemplates a total of 27,232 positions to reinforce the General State Administration. Of these, 26,886 correspond to the ordinary offer, 20,541 for free access and 6,345 for internal promotion, to which are added 346 extraordinary positions destined to face climate emergencies, in line with the priorities set in the General State Budgets for that fiscal year.

The Minister for Digital Transformation and Public Function, Óscar López, has stressed that this OEP marks “a transcendental leap” in the modernization of the public sector, with special emphasis on digitalization and the use of Artificial Intelligence. In this regard, the offer includes 1,700 technological positions, 42% more than in 2025, and, for the first time, specific specializations in AI, cybersecurity and data science within the Superior Corps of Information Systems and Technologies.

The call also introduces structural changes in public employment planning, such as the elimination of the replacement rate, which allows for designing the offer based on the real needs of the Administration. In addition, strategic areas are reinforced, such as the ecological transition, with 852 positions linked to the Ministerio para la Transición Ecológica, transport infrastructures, with 601 posts in the Ministerio de Transportes, and public security, with 1,589 positions for civilian personnel dependent on the Ministerios del Interior y de Defensa.

On the other hand, the Government has focused on improving public services and citizen attention, with the reinforcement of the office network of organizations such as the Seguridad Social, the SEPE or the Agencia Tributaria, as well as with a record offer in state public healthcare, which reaches 1,037 places. Likewise, measures have been established to streamline selective processes, which may not extend beyond one year, and the commitment to reserve 10% of the places for people with disabilities is maintained, thus consolidating a public employment policy oriented towards inclusion and efficiency.
