The political parties with representation in Congress have received during the first half of 2026 around 27.7 million euros of public money to sustain their ordinary functioning and pay their security expenses. The annual forecast exceeds 55.4 million, according to the amounts published by the Ministry of Interior in the Official State Gazette.
The second quarter has meant the payment of about 13.17 million for the usual activity of the formations and another 676,550 euros for protection. These are practically the same amounts that were paid between January and March, since the subsidies are distributed through twelve monthly payments charged to the General State Budgets of 2023, still extended.
The allocation foreseen for the entire fiscal year amounts to 52.7 million euros for operations and 2.7 million for security. These aids allow to pay for headquarters, staff, services, internal campaigns, supplies and other expenses derived from political and institutional activity. The security items cover the protection measures that parties need to carry out their work.
The PP approaches 20 million annually
The Partido Popular, the leading force in Congress with 137 deputies, receives the highest amount. It has allocated 18.88 million for ordinary operations and close to 970,000 euros for security. In total, Génova will have about 19.85 million public euros during 2026 through these two channels.
The PSOE has 14.83 million for its activity, while the PSC receives another 2.75 million. By adding the security funds corresponding to both organizations, the socialists reach approximately 18.48 million euros.
The far-right Vox occupies the third position, with 6.15 million for operations and almost 316,000 euros allocated to protection. Its joint allocation is around 6.47 million. The space that ran in the general elections under the Sumar coalition has reserved 6.03 million for ordinary activity and close to 310,000 euros for security.
The difference between the main formations responds to the result of the elections of July 23, 2023. The law establishes that one third of the credit is distributed according to the number of seats and the other two thirds in proportion to the votes obtained by each candidacy with presence in Congress.
Podemos maintains its part of the agreement with Sumar
The BOE breaks down the amount corresponding to each party that was part of the Sumar candidacy in the last general elections. Movimiento Sumar has approximately 1.45 million euros allocated annually and Podemos will receive close to 1.39 million euros, equivalent to 23% of the money allocated to the coalition.
Izquierda Unida exceeds 1.14 million euros, Catalunya en Comú receives approximately 1.08 million euros and Más Madrid is left with close to 436,000 euros. The rest is distributed among Compromís, Verdes Equo, Drago Canarias, Alianza Verde and Més per Mallorca according to the agreement registered before the elections.
The political and parliamentary rupture between Sumar and Podemos does not automatically modify this distribution. The amounts come from the result obtained by the joint candidacy in 2023 and are paid according to the agreement that its members communicated to the Central Electoral Board.
Among the territorial parties, ERC has 1.03 million euros allocated for operation throughout the year. Junts will receive just over 933,000 euros, EH Bildu close to 794,000 and the PNV about 659,000. The amounts drop to 276,000 euros for the BNG, 221,000 for Coalición Canaria and almost 127,000 for UPN.
Public funding to reduce private dependence
Public funding for parties stems from their constitutional function as instruments of representation and formation of political will. The Spanish model combines state subsidies with member fees, private donations, credits, patrimonial returns and other private sources regulated by law.
The objective of public contributions is to ensure that organizations have stable resources and reduce their dependence on large donors or economic interests. In return, parties must submit their accounts to the Court of Accounts, publish certain economic data and certify that they are up to date with their tax and Social Security obligations. Payment may be withheld when an organization fails to submit and make public its annual accounts.
The almost 55.4 million euros included in these resolutions represent only state subsidies for ordinary operation and security. The total figure for public funding is higher, as electoral expense aid, regional and local contributions, money received by parliamentary groups and subsidies linked to political foundations are excluded here.
The Ministry of Interior will publish again after the summer the amounts corresponding to the third quarter. If the current budgetary distribution is maintained, the parties will close December with more than 52.7 million for their ordinary activity and 2.7 million for protection.
