President Vivas and the president of the CGPJ meet to address the reinforcement of Ceuta's courts after the migratory crisis

The president of the General Council of the Judiciary (CGPJ), Isabel Perelló, addressed this Monday with the president of Ceuta, Juan Jesús Vivas, the consequences that the massive entry of people registered on July 30 and 31 has had on the judicial bodies of the autonomous city. The meeting, held at the headquarters of the judges' governing body and requested by Vivas, served to convey the measures adopted to alleviate the pressure on the Ceuta courts.

Perelló explained to the president of Ceuta the reinforcements that the CGPJ has launched in view of the notable increase in cases derived from the migratory crisis. Among the measures is the incorporation of a magistrate to provide support to the six positions of the Civil and Instruction Section of the Court of First Instance of Ceuta, in addition to a second magistrate specifically assigned to the position that has jurisdiction in matters of violence against women.

The need to expand judicial resources was reflected in a report by the CGPJ's Inspection Service, which concluded that the situation generated after the irregular arrival of thousands of people had affected the functioning of the public justice service "in an extraordinary way." Added to this is the increase in proceedings related to alleged sexual assaults, which has particularly increased the workload of the body responsible for matters of violence against women.

Judicial reinforcement had already begun to be applied before Monday's meeting. The High Court of Justice of Andalusia, Ceuta and Melilla established a second judge at the end of August to reinforce the on-call service while the extraordinary situation persisted. Subsequently, the CGPJ formalized the arrival of magistrate Miguel Ángel Torres Segura to support the six positions of the Civil and Instruction Section and, on September 1, approved the service commission of magistrate Consuelo Andreo Ruiz to reinforce the position specialized in violence against women.

The CGPJ strengthens contact with Ceuta after the migration crisis

The meeting between Perelló and Vivas comes after several weeks in which the governing body of judges has increased its presence and dialogue with Ceuta's institutions. On August 20, CGPJ member José Antonio Montero traveled to the city to meet with judges and magistrates of the Court of First Instance and to learn directly about the difficulties that the judicial bodies were facing.

During that visit, Montero also met with Vivas and conveyed Perelló's willingness to receive him, a meeting that finally took place this Monday. The Ceuta president had formally requested the meeting on August 17, amid institutional pressure over the consequences of the massive entry of people recorded at the end of July.

The migratory situation then led Vivas to raise his criticisms of the central Government and to announce that he would resort to different institutions to demand a response if a solution was not found within 30 days. Among the bodies he planned to approach, he cited "the Cortes Generales, the Judiciary, the communities, the Federation of Municipalities and Provinces, business organizations or trade unions". Subsequently, the president of Ceuta clarified that he would transfer his demands to those institutions that agreed to receive him.

The CGPJ has thus responded to one of the least visible consequences of the crisis: the pressure on the judicial system of the autonomous city. The approved measures seek to guarantee the continuity of the service and absorb the extraordinary increase in cases while Ceuta continues to face the consequences of the massive arrival of people.
