PP and Vox demand to uncover those responsible for the massive entry of migrants into Ceuta: they seek "clear information on all alerts received that anticipated the assault"

The Plenary of Congress will vote this Wednesday on a motion by the Popular Party urging the Executive to explain what the central Government and the Government Delegation in Ceuta did after the warnings from intelligence services about a call for a massive entry into the autonomous city, the day before the one that took place on July 30.

The initiative, a consequence of the interpellation that deputy Carlos Rojas addressed to the Minister of Defense, Margarita Robles, in the last session, will not finally be a censure, although the PP does intend for the Chamber to demand that the Government report “clearly on all alerts received that anticipated the assault on Spain's border with Morocco.”

The popular party wants it to be specified to which authorities these warnings were delivered, what decisions were taken next, and what express orders were given, in addition to detailing “the chain of command among Government members and high-ranking officials of the General State Administration who gave, received, or transmitted these orders,” both in the central and territorial organizations.

The debate will come two days after the resignation of the hitherto Government delegate in Ceuta, Miguel Ángel Pérez Triano, who said goodbye assuring that, weeks before July 30, daily reports and communications were issued and measures and reinforcements were requested at the border. Earlier, on September 11, his Chief of Staff, Gonzalo Sanz, had already resigned. Sanz received messages from the National Intelligence Center (CNI) via WhatsApp and had an eleven-minute phone conversation with one of its agents on July 29.

After the declassification of the information that revealed these contacts, Pérez Triano stated that he was unaware of them, something his former collaborator refuted by pointing out that he had informed him “personally.”

The PP demands more resources for the Armed Forces and an express condemnation

With its motion, the PP also intends for Congress to urge the Government to “comply with the objectives of defense policy in the face of the crisis for National Security declared in Ceuta,” to provide the Armed Forces with all the necessary human and material resources to fulfill their mission, and to recognize as “agents of authority” those who act there in support of the State Security Forces and Corps.

Furthermore, the popular party wants the Chamber to recognize the “extraordinary work” of the military deployed in the area, “especially those of its members who have had to receive hospital assistance,” and to condemn “in the strongest terms” the massive illegal crossings into Ceuta from Morocco, by land and by sea, as well as the instrumentalization of irregular migration as a hybrid warfare tool against the territorial integrity of Spain.

Vox demands a comprehensive audit, expulsions, and the rejection of the distribution of minors

This Wednesday, a motion by Vox will also be voted on, a consequence of an interpellation to the Minister of Territorial Policy and Democratic Memory, Ángel Víctor Torres, who coordinates the Government's actions in Ceuta. In its text, Santiago Abascal's party demands a comprehensive audit, the expulsion of foreigners who have entered irregularly, and the rejection of the distribution of migrant minors.

Vox advocates for promoting the modification of the Immigration Law, as well as the rules regulating police action and all those normative provisions that prevent the “immediate return” of those who enter Spain “illegally.” The party also urges a comprehensive audit of the extraordinary costs borne by administrations “as a direct consequence of the security crisis initiated on July 30” and which, according to its text, was caused by the act of aggression for which it holds Morocco responsible.

In relation to unaccompanied migrant minors, Vox proposes their return to their families or to the guardianship institution of their country of origin, in accordance with the agreement between the Kingdom of Spain and the Kingdom of Morocco, and requests the cessation of any distribution or transfer to the Peninsula.

Relations with Morocco and permanent reinforcement in Ceuta and Melilla

In the chapter related to Morocco, Santiago Abascal's party once again proposes the suspension of the Treaty of Friendship, Good Neighborliness and Cooperation and demands the “active, effective and expeditious” cooperation of the neighboring country in the readmission of Moroccan nationals whose return, repatriation or expulsion from Spain are agreed upon by administrative or judicial authorities.

Similarly, Vox advocates for demanding that Morocco accept, “without exception or formal or material excuse,” all returns, repatriations, and expulsions from Spanish territory of Moroccan nationals, adults or minors, immediately enabling the necessary means and logistics for their delivery and reception.

Finally, the motion calls for a “permanent” reinforcement of the Armed Forces and all State Security Forces and Corps (FCSE) in Ceuta and Melilla, with the necessary personnel, material, technological, logistical, and legal resources “to prevent any new act of aggression,” in addition to action protocols and “clear and appropriate” rules of engagement, in accordance with the Law, to ensure “the success” of the entrusted function of guaranteeing the defense and security of the borders, including the maritime border with the Spanish Navy.
