David de la Encina takes the reins of the Government Delegation in Ceuta after Pérez Triano's resignation: "He has been defending his responsibilities since day one"

The Executive has appointed the former socialist mayor of El Puerto de Santa María (Cádiz), David de la Encina, as the new Government delegate in Ceuta, after the resignation of Miguel Ángel Pérez Triano, as announced this Tuesday by the Minister of Territorial Policy and Democratic Memory, Ángel Víctor Torres, at the press conference after the Council of Ministers.

David de la Encina was mayor of El Puerto de Santa María between 2015 and 2019, and in September of that last year he was elected president of the Mancomunidad de Municipios Bahía de Cádiz, as well as provincial deputy in the Diputación de Cádiz and PSOE councilor, a position he held until his retirement on June 30, 2023. De la Encina is general secretary of the PSOE in El Puerto de Santa María, has been a councilor in the City Council and currently works as coordinator of Andalucía Emprende in the province of Cádiz, after remaining away from politics since June 30, 2023.

Torres has wished the new delegate "all the best" and has also conveyed the Government's "recognition" for the work carried out by Pérez Triano, whom he thanked for "having defended his responsibilities from day one, from the 30th and before that date and also throughout August and September".

The minister recalled that Pérez Triano had already publicly explained the personal reasons that led him to leave his responsibility, a decision that, according to the former delegate himself, he had communicated days ago to the head of Territorial Policy and Democratic Memory. "Yesterday he gave a press conference about the personal reasons that led him to communicate to me days ago his willingness to leave his responsibility and also other positions, as well as the reasons why he has done so," Torres said.

The former Government delegate in Ceuta submitted his resignation this Monday, and also announced his withdrawal as general secretary of the PSOE and as a candidate for the Presidency of the City, and defended that from the Delegation they have "suffered a campaign of rumors, of threats", while assuring that they had even "put a wreath at the door". "That is also violence," he affirmed, before recalling that he has "limited powers" and that he cannot "decide whether a border is opened or the Army is deployed".

The crisis in Ceuta continues to mark the agenda

The change in the Government Delegation comes two months after the massive entry of migrants, when on July 30 and 31 more than 70,000 immigrants illegally crossed the border from Morocco. After Pérez Triano's resignation, Ángel Víctor Torres has also announced that this Wednesday several ministers will visit Ceuta again to appear after the Situation Committee that will be held in the autonomous city starting at 3:30 p.m.
