The Government faces this Tuesday a new attempt to recover the housing measures that PP, Vox and Junts rejected last Friday. The Council of Ministers has approved the two royal decree-laws, drafted by PSOE and Sumar. After the dissolution of the Cortes, the power for their validation belongs to the Permanent Deputation, where the Basque Nationalist Party (PNV) now has the decisive vote.
Housing thus concentrates the Executive's first major decision after the call. Pedro Sánchez on Monday called for a broader progressive majority to respond to the crisis and conveyed a message of electoral mobilization to his ministers. "We're going out to win and we're going to win!" he told them at the extraordinary Council that approved the dissolution of the Cortes, as reported by 'El País'. Today's ordinary meeting must specify which measures will come back into force and with what wording.
Casa 47 will acquire thousands of Social Security homes
To boost the public housing stock, the President of the Executive has announced that the public company Casa 47 will absorb a large batch of properties currently held by Social Security.
Sánchez has detailed that this plan to expand the residential offer will be complemented by two key economic measures. On the one hand, an allocation of 280 million euros in guarantees aimed at promoting industrialized construction. On the other hand, subsidies amounting to 400 million euros directed to providers responsible for managing and supplying social housing.
Recover the two-year extension
Another of the measures announced by Sánchez is the recovery of the two-year extension for tenants who are up to date with payments, an extension that landlords will be obliged to accept. In addition, he pointed out that room rentals and seasonal rentals should be regulated.
Regarding "vulture funds," he stated that the measures seek to limit the purchase of homes. Finally, he specified that tourist apartments are obliged "to be treated as what they are: a business."
The automatic renewal of rentals must be validated by the Permanent Deputation
The second decree maintains the automatic renewal of leases upon contract expiration, safeguarding certain causes (such as the owner's need to recover the home for themselves or their children). However, the entry into force of this norm is conditioned on a favorable vote by the Permanent Deputation, as Sánchez has indicated.
This avoids creating a temporary situation, where the automatic extension of leases would be in force for only a few weeks, which would generate legal uncertainty.
