The housing decree opens a decisive struggle in the Government: Sumar demands its approval on Tuesday "yes or yes" and the PSOE seeks Junts' support through tax concessions

The Government reaches Friday with a date marked by Sumar and an agreement still to be closed. The second vice-president, Yolanda Díaz, demands that the Council of Ministers approve the housing decree on Tuesday, September 29, and the expropriation of the apartment of Maricarmen, the 87-year-old woman evicted on Wednesday in Madrid. The socialist wing has accelerated conversations after the impact of the case, but wants to ensure that the norm survives its subsequent vote in Congress.

Díaz has demanded both measures "yes or yes". The Minister of Youth and Childhood, Sira Rego, has taken the warning further. In an interview granted on Thursday night to 'El Intermedio', she said that she trusts an understanding will be reached, although a rejection by the PSOE in the Council would open "a turning point" in the coalition. Rego also acknowledged that the Government has a share of responsibility in what happened with Maricarmen and explained that Sumar is studying a formula to expropriate homes in cases of vulnerability. For now, these are proposals from their political space, pending agreement within the Executive.

The eviction has changed the pace of a negotiation stalled since before the summer. The draft worked on by PSOE and Sumar proposes extending rental contracts that expire until June 2028 for two years, regulating seasonal and room rentals, and recovering the protection of vulnerable households against evictions. The final content remains open, especially regarding fiscal measures and the reform of the Land Law.

Housing wants to comply with the decree on Tuesday, but first seeks a majority

The Minister of Housing, Isabel Rodríguez, has assured on 'Malas Lenguas', on RTVE, that she is working to bring the text to the Council of Ministers on Tuesday. She maintained that the images of the eviction have brought positions closer between parties that were distant and has asked for a commitment to validate the norm. Her concern has a practical consequence: the decree could come into force after its approval and publication, but would need the support of Congress within 30 days to remain in effect.

The PSOE has confirmed that there will be another opportunity to vote on the decree and has appealed to the "social responsibility" of the groups. Until now, the socialists preferred to postpone the Council of Ministers while seeking support. Sumar advocates approving the measures now and then transferring to each parliamentary group the responsibility to support or reject them. This difference has been exposed even among ministers: Óscar Puente has responded harshly to criticism from his partners, while Mónica García has asked him to focus efforts on moving the norm forward.

Junts presents its conditions and Podemos monitors the text

Junts' seven deputies are once again at the center of conversations after their party voted alongside the PP and the far-right Vox against previous protection measures against evictions. Carles Puigdemont's party states that it delivered its proposals to Pedro Sánchez two weeks ago and that the PSOE is studying them. It demands tax deductions for tenants and small mortgaged owners, incentives for purchase, and guarantees that the cost of protecting vulnerable families falls on the administrations.

The negotiation includes a formula to keep the eviction of a vulnerable family suspended while they await a housing alternative and to compensate the owner with public funds during that period. This remains a proposal under discussion, as do the tax concessions that Junts intends to introduce. ERC has criticized that the conversation first focuses on Puigdemont. Its spokesperson, Gabriel Rufián, has asked that the left-wing forces agree on their measures and let Junts decide later whether to vote against them.

On the other side of the negotiation are the four Podemos deputies. Ione Belarra considers the package being prepared by the Government insufficient and demands the expropriation of homes from funds and large owners to allocate them to social housing. Her party has warned that it will reject a reform of the Land Law included in the decree and opposes new tax benefits for landlords. The PNV, for its part, maintains its own demands on this reform, which further narrows the margin for closing a single text.

Rodríguez keeps contacts open with Junts and Podemos. Neither of the two has committed their votes for validation. The PSOE has until Tuesday to decide which text to bring to the Council of Ministers; Sumar has already warned that it expects to find there both the decree and the proposal to recover Maricarmen's house.
