The judge of the Audiencia Nacional María Tardón has extended the investigation into the massive entry of migrants into Ceuta at the end of July 2026. The magistrate has summoned three councilors of the Government of the autonomous city and three agents of the National Police who were on duty during those days to testify as witnesses.
The decision seeks to clarify how the migratory crisis unfolded, what information the authorities handled before the events, and what actions were taken to respond to the arrival of migrants from Morocco. The proceedings are part of an investigation that seeks to reconstruct what happened at the border and the response of the different administrations.
In addition to the statements, the judge has requested new documentation from different public bodies, including the Army and security forces. She has also asked the Ceuta Civil Guard Command to identify a confidential informant known as 'Ahmed', considered in the procedure a possible regular and reliable interlocutor of the armed institute.
Three Ceuta councilors will testify as witnesses
The political officials summoned are Alejandro Ramírez, Nabila Benzina, and Alberto Gaitán, members of the Government of Ceuta. The magistrate has decided to hear their testimonies due to their participation in the management of the migratory crisis and their presence in the affected areas.
The statements will provide first-hand knowledge of what decisions were made and how the institutional response was coordinated in the face of the massive entry of migrants. The judge has also summoned three national police officers who were on duty during the investigated events.
According to information published by Europa Press, the councilors are scheduled to testify on October 27, while the police officers must appear the following day. All will do so as witnesses, so these summonses do not in themselves imply that they are accused of any crime.
The judge demands intelligence reports and border recordings
Among the new proceedings, María Tardón has requested from the Army all intelligence and security reports prepared by the Ceuta Command between July 15 and August 7, 2026. The objective is to know what information was collected during the weeks before and after the crisis.
The magistrate has also requested recordings from video surveillance cameras, drones, and border control systems corresponding to the investigated period. These records can help reconstruct the movements that occurred at the border and the actions of the different security forces.
Likewise, the judge has asked to identify the informant known as 'Ahmed', who could have warned of unusual movements in the Moroccan area of Castillejos before the massive entry. His possible knowledge of the facts constitutes another of the lines that the investigation seeks to clarify.
The investigation also seeks to clarify what the administrations knew
The case tries to determine what information the authorities had before the events of late July and how actions were organized to deal with the arrival of migrants. To this end, the judge has requested documentation on the meetings held on July 27, 28, and 30, including minutes, emails, notes, and other preparatory documents.
The request is addressed to both the Government of Ceuta and the Government Delegation, with the aim of knowing what matters were discussed and what communications were exchanged before and during the crisis.
With these new proceedings, the Audiencia Nacional seeks to gather testimonies, documents, and information from the involved organizations to reconstruct what happened. The investigation remains open and it will be the judicial actions that will allow to determine what occurred and if there were responsibilities in the management of the migratory crisis.
