The First Vice President and Minister of Economy, Carlos Cuerpo, announced this Wednesday during the government control session that he will bring to the Council of Ministers on June 23 the update of the macroeconomic framework, a step that is decisive in the preparation of the General State Budgets for 2027.

“As the President of the Government already said, we are going to move forward with the presentation of the General State Budgets by presenting the macro framework on June 23, I am announcing it to you, as it might even be of interest to you,” the vice president replied to PP deputy Ester Muñoz.

The “absolute priority” of the Budgets

The Minister of Finance, Arcadi España, announced in Congress that the 2027 Budgets would include “the greatest public investment effort in housing in our entire democratic history.” He made the announcement during his appearance before the Finance Committee, where he reviewed the main lines of work of his department and placed the preparation of future public accounts as one of the priorities of the legislature.

España indicated that the Government was working on updating the macroeconomic framework during that month with the aim of presenting budgets that “arise from dialogue, agreement, and shared responsibility with all parliamentary forces.” As he explained, the accounts would have a “social” character, would be oriented towards the expansion of rights and the strengthening of the welfare state, and would place public housing as an “absolute priority.”

The minister added that the budget project would also address the reform of the regional financing system and would be compatible with the reduction of the deficit and public debt. In this context, he defended that, despite budget extensions, the Executive had been able to face the different crises and that his department was prepared “to adopt whatever actions are necessary to guarantee the protection of those who need it most.”

In economic and social matters, Arcadi España stressed that the measures adopted to mitigate the impact of the war in the Middle East “are proving effective in controlling inflation,” although he noted that in the following weeks dialogue would continue with social agents, affected sectors, and parliamentary groups to evaluate the continuity of the current measures, which ended in June, in a context of “high uncertainty.”

Finally, he defended the modernization of the tax system, aimed at making it “more progressive, efficient, and adapted to new times,” as well as strengthening the fight against tax fraud and the execution of the Recovery Plan, which he described as a “historic opportunity” for the country's economic transformation.

“We want to reach agreements beforehand also with the parliamentary groups and dialogue in all phases of budget preparation,” said the minister, who insisted on the need to maintain constant communication throughout the process.

Spain also assured that the Government was working on public accounts that would be “more ambitious than ever, more social, fairer, and more responsible,” in line with the objective of strengthening the impact of public policies on all citizens.
