The Partido Popular has closed ranks, praising its leader, Alberto Núñez Feijóo, after the statement issued by Morocco regarding the migratory crisis in Ceuta. The popular party members have used the response to Rabat to assert the role of the PP president as a defender of Spanish sovereignty and to distance themselves from a Government they reproach for not having publicly reacted to the Moroccan message.
The popular party's offensive has been choral. Different territorial and national leaders of the party have coincided in presenting Feijóo as the one who is giving the response that, in their opinion, the Government of Pedro Sánchez should be giving. The president of Murcia, Fernando López Miras, has defended: “The defense of Spain is above all else. We cannot tolerate a violation of our territorial integrity. Our sovereignty is defended with firmness, without concessions. Spain always first. Ceuta and Melilla are Spain. Núñez Feijóo has made this clear.”

Along the same lines, the president of the Junta de Andalucía, Juanma Moreno, has spoken, contrasting Feijóo's position with that of the Government. “The defense of the general interest of Spaniards is above all else. And a Prime Minister worthy of his responsibility should exercise it. Núñez Feijóo is where Sánchez is still awaited. Always on the side of Ceuta and Melilla, and their territorial integrity,” he stated.

Also the deputy secretary of Social Policy of the PP, Ester Muñoz, has put the focus directly on the Executive. “Again, where the Government is not defending the interests of Spain, Núñez Feijoo is. It is incomprehensible that at this hour the Government has not responded to the threats launched yesterday,” she wrote on her X account.

The general secretary of the PP, Miguel Tellado, has emphasized the same idea and has presented Feijóo as the leader who is assuming the defense of Ceuta and Melilla against the Moroccan communiqué. “The Government has said nothing about Morocco's communiqué. Again, it is Feijóo who is defending Ceuta and Melilla. Nothing is above the defense of Spain,” he affirmed.

The PP backs Feijóo's position on Morocco
Beyond the messages from its leaders, the PP has set a common position in which it defends Spanish sovereignty and demands respect for the judicial investigation opened into what happened in Ceuta.
The popular party maintains that the massive entry recorded on July 30 constituted a "hybrid attack with an instrumentalization of irregular immigration" and attributes responsibility for what happened to Morocco. For the party, what happened constituted a "serious violation of the territorial integrity of Spain and, by extension, of Europe", whether "by action or omission".
The PP holds that the defense of Spain's general interests, its territorial integrity, and the security of its citizens constitutes an "unrenounceable priority". For this reason, it demands that the State maintain a firm position regardless of the bilateral relationship with Rabat.
The popular party has also demanded "maximum respect for Spanish institutions and for the judicial investigation currently underway". In its opinion, no national or international declaration should "interfere, condition or delegitimize this procedure", which must determine what happened and establish, where appropriate, the corresponding responsibilities.
The PP questions the Government over returns
The party has also used its response to bring to the table the situation of the people who remain in Ceuta after the massive entry. Specifically, it asks why the returns are not being carried out for those who entered irregularly if the Moroccan Government has officially committed to admitting them.
The popular party also demands explanations about the minors who remain separated from their families despite the fact that, according to the party, Morocco would have requested their return. The PP asks the Executive what is preventing these situations from being resolved if it has mechanisms to do so.
The party also demands a thorough review of what happened after the declassification of official documents and defends that any solution must be built from a relationship "loyal and transparent by all parties".
A stable relationship with Morocco, but based on reciprocity
Despite the tone of its criticisms, the PP assures that it is committed to maintaining a stable relationship with Morocco and to strengthening areas of cooperation and shared interests between both countries.
Of course, the popular party sets as conditions for this relationship “mutual respect, institutional loyalty, transparency, reciprocity, and full respect for the sovereignty of both States.”
In this way, the PP's response to Rabat's communiqué has also served to internally reinforce Feijóo's leadership. Its main leaders have agreed to present him as the figure who is fighting the political battle for Ceuta and Melilla while reproaching Sánchez's Executive for not having yet offered, in their opinion, a response to Morocco.
