Keys of the PP-Vox pact in Aragon: national priority, veto to migrant minors and end of the “imposition of Catalan”

The investiture pact between Jorge Azcón and Alejandro Nolasco sets a legislature marked by tax cuts, migration control and changes in education, housing and public spending

The pact signed by PP and Vox in Aragon, has been signed 73 days after the elections. The document, structured into thirteen blocks, will serve as a basis for Azcón's investiture and proposes a “single government” with the aim of guaranteeing stability throughout the legislature, after two years of budgetary deadlock that led to the early election.

The agreement places the so-called “national priority” at the center of its roadmap. It proposes that access to social housing and certain aid be conditioned by criteria of roots and connection with Aragon, a formulation that had already been used in the Extremadura pact and that now becomes one of the axes of the new autonomous Executive. The text also links these criteria to profiles considered vulnerable, but expressly introduces the preference for nationals and residents with deeper roots.

That approach appears especially clear in migration matters. The agreement includes the rejection of the arrival of more irregular immigrants, including unaccompanied minors, and proposes their return or repatriation. It also foresees allocating funds to age determination tests, toughening the internal regime of minors' centers, and withdrawing subsidies from NGOs to which the text attributes collaboration with irregular immigration.

In that same block is framed the reference to what they call “dinghy flats”, which the agreement incorporates within a section on security and fraud. PP and Vox propose creating a service for verifying the census and effective residence to detect fictitious registrations, aid fraud, and networks linked to the over-occupation of housing. The text also links these measures to the application of express eviction and to the exclusion of illegal occupants from access to public housing and aid.

Another of the points of greatest political weight is the repeal of the Ley de Memoria Democrática de Aragón, framed within a broader review of the autonomous legal system. The agreement speaks of reforming or suppressing norms they consider ideological, also including the possible elimination or reorientation of bodies linked to these policies.

The cultural and educational bloc also incorporates the commitment to end what the pact calls “imposition of Catalan”. To do this, it proposes reforms in Aragonese regulations with the aim of modifying its institutional recognition. Along with this, the agreement includes a section on “freedom from indoctrination”, with future revisions in the educational field. In this area, the progressive free provision from 0 to 3 years is added, the implementation of the subsidized baccalaureate, a single university entrance exam and the suppression of the Arabic language and Moroccan culture program.

In housing, the pact combines the announcement of 4,000 new public homes in four years with another 4,000 protected ones promoted through fiscal measures. This block also reinforces access requirements through a single registry of applicants and rootedness criteria, along with a regulatory reform to increase supply and reduce regulatory burdens. The text also includes the rejection of the state housing law.

In the economic sphere, PP and Vox commit to approving annual budgets until 2030 with the aim of reducing tax pressure. The agreement includes a progressive reduction of the IRPF, bonuses in Inheritance and Donations, deductions for birth and tax advantages for rural areas. At the same time, it proposes a review of public spending through audits and the possibility of cutting subsidies by up to 50% to organizations that do not prove public utility.

The agreement also reserves a prominent space for the primary sector, to which it promises a “shielding” against the Agenda 2030 and against burdens derived from the European Green Pact. Among the measures are the creation of a compensation fund, the defense of hunting and support for livestock farming. Furthermore, it incorporates the so-called “family perspective” as a mandatory criterion in the drafting of autonomous laws.
