The UEFA threatens to boycott the 2030 World Cup in Spain if Infantino opens the tournament to private investors

UEFA and its 55 national federations have agreed this Thursday to withdraw their national teams from all competitions organized by FIFA if Gianni Infantino goes ahead with his project to allow private investors into the World Cup business. Europe has responded unanimously and turns the operation into the biggest internal challenge to the FIFA president since he took office.

The threat directly impacts the 2027 Women's World Cup and places a huge unknown over the 2030 men's tournament. Spain and Portugal, two federations integrated into UEFA, are to organize that edition together with Morocco, with three commemorative matches in Argentina, Paraguay, and Uruguay. A boycott would leave the two European hosts out of their own championship and deprive the competition of a good part of its main national teams and television markets.

"The World Cup cannot be treated as an investment product. The World Cup is not for sale," the organization presided over by Aleksander Ceferin has declared. The federations demand the complete withdrawal of the proposal and binding guarantees that FIFA will not open its competitions or its governance structure to private ownership in the future.

The origin of the clash is FIFA Forward Enterprise, the subsidiary that Infantino wants to create to bring together the audiovisual rights, sponsorships, licenses, ticket sales, and commercial organization of FIFA tournaments. The project would allow raising up to 4.2 billion dollars through the sale of a minority stake to private investors, based on an initial valuation of 20 billion.

FIFA would maintain the majority and assures that the new partners would lack the capacity to intervene in sporting decisions, calendars, or formats. Thrive Eternal, the firm of Joshua Kushner, brother of Donald Trump's son-in-law, would initially lead the investment group, while JP Morgan participates as a financial advisor. In exchange for approving the project, each of the 211 federations could access an extraordinary payment of up to 20 million dollars and would see their funding increased during the next cycles.

Infantino has defended that it is "an opportunity, not an obligation" and promises to dedicate all the money to the development of football, especially in countries with fewer resources. His version presents the initiative as a consultation process that will need the majority support of the federations and the approval of the FIFA Council.

The 2030 World Cup is caught in the struggle

UEFA rejects that narrative and accuses Infantino of having prepared an operation of enormous scope behind the backs of those who sustain the competitions. The European body considers that the promise of more money functions as an ultimatum and warns that the entry of shareholders would end up conditioning each calendar expansion, each format change, and each commercial decision.

"Investors' expectations will become daily pressure," the statement maintains. For the European federations, the obligation to offer profitability would displace the interests of national teams, clubs, leagues, footballers, and fans. They also accuse FIFA of renouncing its role as the guardian of world football.

The challenge takes on a particularly uncomfortable dimension for Spain. The men's national team would defend in 2030 the title won this year, and the women's team will arrive as one of the great international powers. Spain could build and finance the main venue of the World Cup while its own national team remains out of the tournament due to a war between the two bodies that govern football.

The opposition is also beginning to spread beyond Europe. The Asian Confederation has called it "unacceptable" that the project advanced without prior consultation, while the European Commission monitors its possible fit with community competition rules. Infantino must now secure a majority among the 211 federations with the European bloc completely against him.

UEFA demands a total withdrawal and written guarantees. Until these conditions are met, European national teams will remain out of FIFA competitions, and the 2030 World Cup will remain trapped in the biggest schism in international football.
