The UCO once again encounters obstacles in the investigation of Ayuso's boyfriend's case: it demands Judge Antonio Viejo access to his tax information

The investigators maintain that tax and Social Security documentation is key to tracking possible unjustified asset increases and determining whether benefits from allegedly illicit activities were concealed

The magistrate Antonio Viejo, who is investigating the case of Isabel Díaz Ayuso's partner, Alberto González Amador, for an alleged crime of corruption in business, has only allowed the Central Operative Unit (UCO) of the Civil Guard to access Amador's accounts – 19 bank accounts – and those of the other investigated parties – 90 of the general director of Quirón Prevención, Fernando Camino, and his wife, Gloria Carrasco – but has denied agents access to tax information and data from the General Treasury of Social Security, something they assert is "indispensable."

In this regard, the UCO has responded to the judge's order of June 10, pointing out, as reported by 'Cadena SER', the importance of having information from the Tax Agency related to the natural and legal persons allegedly linked to the investigated facts. In their opinion, simultaneous access to tax and banking documentation is "indispensable" to accurately reconstruct the economic activity analyzed.

According to their report, both types of documentation are complementary and must be examined jointly to identify possible inconsistencies, detect undeclared economic movements, and adequately contextualize the financial operations carried out. Only through such cross-analysis, they add, is it possible to appreciate the "similarities" and "differences" between the different records and locate any "undeclared flows" or those incompatible with the economic reality of the investigated parties.

Likewise, the UCO warns that the lack of access to tax data significantly limits its ability to complete the required report. Investigators argue that this information is key to determining whether the profits obtained from the alleged illicit activities could have been transformed or concealed with the aim of hiding their origin, as well as to verify whether there was an "excessive increase" in the assets of the investigated parties or people in their close environment.

The UCO's position has been supported by the Public Prosecutor's Office, which has incorporated this report —sent to the court on June 17— into an appeal filed before the Provincial Court. The Public Prosecutor's Office requests that the magistrate's decision be revoked and that investigators be authorized to access all the required documentation to advance the investigation.

Obstacles in the asset investigation

The investigation into Alberto González Amador's assets has been marked by delays in judicial processing. In June 2025, the then head of Madrid's Court of Instruction number 19, María Inmaculada Iglesias, tasked the Civil Guard's Central Operative Unit (UCO) with preparing a report to analyze possible asset increases related to the facts being investigated in a separate case for alleged business corruption. However, after the magistrate's retirement and Antonio Viejo's arrival at the head of the court in October, the order did not reach the UCO until November.

PSOE and Sumar request to expand the investigation

The popular prosecution exercised by the PSOE and Más Madrid has requested new proceedings from judge Antonio Viejo in the separate case investigating Alberto González Amador, partner of the president of the Community of Madrid, Isabel Díaz Ayuso. Among the requests is the investigation of Quirón Prevención as a legal entity for its alleged participation in the tax crimes being analyzed in the case.

The request is based on the latest reports from the Civil Guard's Central Operative Unit (UCO) and the Tax Agency, which, according to the popular prosecution, point to evidence that would justify that one of González Amador's companies would have invoiced Quirón Prevención for services that, allegedly, it was not in a position to provide due to lacking the necessary means to do so.

The document also demands that Fernando Camino, general director of Quirón Prevención, and Gloria Carrasco, his wife, be investigated for alleged tax crimes and document forgery. For the two parties, the operations being analyzed in this separate case cannot be disassociated from the main procedure, since, they maintain, they are part of the same network, "everything is undeniably united and connected" they have defended.

The popular prosecution has reiterated its request for Fernando Camino to be investigated, despite the fact that he has not yet been summoned to testify. The executive is among the names linked to the mask purchase and sale operation with which González Amador obtained close to two million euros, and subsequently, the businessman acquired a company from Gloria Carrasco, Camino's wife, in an operation that they relate to the alleged payment of a commission of half a million euros. The prosecution also requests that the court require Quirón Prevención documentation on the policy and composition of its Risk Committee, its relationships with suppliers, the company's Code of Conduct, and the internal investigation opened after the revelations published about González Amador.

PSOE and Más Madrid assure that they have submitted five written requests since May 5, 2018, requesting proceedings that, they claim, have not yet received a response. In the last of them, they warn that "the process is stalled" and alert that this situation is hindering the progress of the investigation.
