Alberto Núñez Feijóo wants to take the amnesty to the general election campaign on November 29. After the decision of the Constitutional Court on the embezzlement of the procés, the leader of the PP has accused the President of the Government, Pedro Sánchez, of having exchanged favors for power and has asked voters to reproach him at the polls.
"Selling favors in exchange for power must be punished at the polls," Feijóo wrote on X. The popular candidate maintains that his party respects judicial decisions, both the conviction issued by the Supreme Court for the procés and the ruling known this Tuesday. His rejection is directed at the political agreement that made the amnesty law possible, which he has called "yet another deception" by Sánchez.

The Constitutional Court's resolution directly affects former Catalan minister Dolors Bassa. The court has annulled the decisions with which the Supreme Court denied her amnesty for embezzlement and has ordered it to issue a new resolution declaring that crime amnestied. Judge Pablo Llarena has responded by provisionally lifting the national arrest warrants against Carles Puigdemont, Toni Comín, and Lluís Puig while studying the full text of the ruling. The amnesty still has to be applied in their procedures.
That difference matters to understand the PP's reaction. The popular spokesperson in Congress, Ester Muñoz, has stated that "Puigdemont already has the amnesty" and has presented the coincidence between the ruling and the dissolution of the Cortes as "the end of the transaction". Her phrase summarizes Génova's reading of the legislature: Sánchez obtained Junts' votes for his investiture in 2023 and the law agreed upon then now opens the way for its leader to return. The judicial decision on Puigdemont, however, is still pending.
Amnesty enters the pre-campaign
Muñoz has also brought back the statements with which Sánchez ruled out amnesty before the 2023 elections and has accused him of changing his position to keep La Moncloa. Feijóo thus presents November 29 as an opportunity to politically judge that pact, in a legislature that has ended after Junts voted alongside the PP and Vox against the Government's housing decrees.
The PP has defended during these years a response to separatism based on the Constitution, the autonomous framework, and the rejection of a secession referendum. Feijóo even proposed a constitutional loyalty law and a penal reform to toughen the response to behaviors like those of 2017. That is the alternative he has contrasted with pardons and amnesty; this Tuesday he focused his message on demanding an electoral punishment for Sánchez.
The President of the Government has defended an opposite reading during his appearance after the Council of Ministers. Sánchez has celebrated the Constitutional Court's decision as a step to improve coexistence in Catalonia and has insisted that the 2017 conflict required a political response. He has also maintained that the amnesty was promoted with Catalan society in mind, beyond Junts' subsequent parliamentary behavior.
Puigdemont spoke this afternoon from Waterloo accompanied by Comín and Puig. He celebrated the resolution and said that the amnesty is part of the response to the conflict between Catalonia and Spain, although he avoided announcing when he would return. His lawyer, Gonzalo Boye, specified that they will wait for the Supreme Court to apply the amnesty and close his case. The suspension of the arrest warrant now allows his return without that measure being executed, but the former Catalan president keeps the date up in the air.
