The leader of the Popular Party, Alberto Núñez Feijóo, will meet this Sunday in Zaragoza with the regional presidents of his party with the intention of agreeing on a joint response to the financing proposal promoted by Pedro Sánchez's government, in pact with ERC, and to outline the foundations of the model that the PP would implement if it came to power at the national level, according to party sources who have informed 'ElConstitucional.es'.

The PP has already made clear its rejection of the new financing scheme defended by the Minister of Finance, María Jesús Montero, which contemplates increasing the transfer of personal income tax to the communities from 50% to 55% and that of VAT from 50% to 56.5%, which would allow for an increase in the financing system's resources by approximately 16 billion euros by 2027.

During the meeting of the Fiscal and Financial Policy Council (CPFF) held this Wednesday, as we reported in this newspaper, all the autonomous communities - including those governed by the PSOE - except Catalonia expressed their opposition to the model proposed by the Executive, considering that it is "tainted" by the prior agreement reached between the Government of Pedro Sánchez and the president of ERC, Oriol Junqueras.

Feijóo, who has accused the head of government of "playing with the equality" of Spaniards, has announced that he will bring the opposing position of the autonomous communities to the meeting scheduled for next Monday in La Moncloa with Sánchez, understanding that the system "does not respond to the needs of the people, but to the demands of separatism." In this regard, he stated: "I will be the voice of what is fair. This cannot go on," he affirmed this week.

Feijóo will repeal the new regional financing model if he reaches La Moncloa, confirmed from Génova 13

From the Popular Party, they consider that the new model the Government is trying to "impose" disregards consensus and represents "institutional disloyalty and a betrayal of Spaniards." For their part, the Minister of Finance, María Jesús Montero, has denied that there is "privilege" or "favorable treatment" towards Catalonia with this proposal and has insisted that the autonomous communities will have the option not to apply it. "Whoever wants to continue with a previous model because they believe it works better for them, there is no problem," she stated this Wednesday.

In this context, as we have been reporting on 'ElConstitucional.es', there was no room for surprise. The first meeting between the central government and the autonomous communities to address the regional financing agreement sealed between Pedro Sánchez and the leader of ERC, Oriol Junqueras, concluded with a resounding failure after more than four hours of debate.

In the meeting of the Fiscal and Financial Policy Council, chaired by the Minister of Finance, María Jesús Montero, all regional councilors clearly rejected the new model, based on the so-called principle of ordinality. This criterion proposes that the regions that contribute most to the state coffers should also be the ones to receive a larger volume of investments and resources. This opposition, which left the Government and the Generalitat isolated, was shared by both PP representatives and the socialist councilors of Castilla-La Mancha and Asturias. All of them described the agreement as "blackmail," called it "unsolidary," and warned that they could take it to court.
