The judge of the Audiencia Nacional, María Tardón, has demanded that the Government declassify all CNI material related to the massive entry of migrants into Ceuta within fifteen days. The request, addressed to the Council of Ministers, is made on October 27, 2026, and broadens the focus of the case on the events that occurred on July 30 and 31, 2026.

Tardón demands that all notes and reports prepared by the National Intelligence Center be made public and disseminated to authorities since July 30, with special reference to the documents on the actions of the Moroccan authorities to date. She also requests the specific list of those who received the notes already declassified on July 27 and 30, in addition to any other communication sent thereafter.

The magistrate sets the deadline as urgent and, in any case, within fifteen calendar days from the receipt of the request. With this, the case enters a new phase of procedural pressure, although the final scope of the declassification remains pending the Executive's response.

The judge places declassification as a central piece of the investigation

Tardón maintains that the requested information is indispensable to clarify the facts. According to her order, it will allow determining which authorities knew about the call for massive entry scheduled for July 30, since when they knew it, and what decisions were adopted or not adopted based on that information.

The judge also recalls that the Council of Ministers already declassified part of the documentation linked to these events on September 8, 2026, including notes and communications from the CNI. On that basis, she reasons that what is now requested is compatible with the demands of state security and defense, because security, she affirms, was already violated within the framework of the procedure.

The investigation, the order emphasizes, seeks to ascertain the authorship of that attack on state security. This formulation does not close the debate, but it marks the direction of the ongoing proceedings.

She also requests authorization for declarations and to expand the tracking of warnings

In addition to declassification, Tardón requests the Council of Ministers to urgently authorize officials of the National Intelligence Center to testify about these events.

Among the requested documents is also the note sent by the CNI to the Moroccan intelligence services, as well as any communication containing a possible warning or alert about irregular immigration to Spain from the Kingdom of Morocco during the entire month of July and until the moment of receiving the request.
