Óscar Puente dismantles the right's narrative on Ceuta reports: "Biased and unserious interpretations"

The Minister of Transport and Sustainable Mobility, Óscar Puente, has responded this Wednesday to the interpretations made by the right about the 40 documents declassified by the Government regarding the massive entry of migrants into Ceuta. The socialist leader believes that "biased, broad-brush, and quite unserious" readings are being disseminated that force the content of the reports to turn them into an accusation against Pedro Sánchez.

"I'm hallucinating," Puente admitted before outlining the three conclusions that, in his judgment as a jurist, can be drawn from the documentation. The first directly affects Morocco's role. The minister maintains that no report allows affirming that the Moroccan authorities organized the mobilization that ended up bringing more than 70,000 people to Ceuta on July 30 and 31.

Puente believes that the documents point in another direction. The calls began to circulate on social networks and messaging applications, taking advantage of the fact that a good part of the Moroccan security forces would be focused on the Throne Day celebrations.

The messages exchanged by the National Intelligence Center (CNI) with the Government Delegation in Ceuta and the Civil Guard confirm that there were calls to try to cross by sea and over the fence. At 1:52 p.m. on July 29, Intelligence reported that the call was being disseminated through two groups with a total of 180,000 followers.

For Puente, that data reflected the dimension of the message's dissemination, although it still lacked precise information on how many people would heed the call. The most concrete warning arrived a few hours before the entries began and conveyed to border controls the risk of coordinated attempts by sea and land.

The most forceful alert came from the National Immigration and Borders Center (CENIF) of the National Police, which expressly used the term "mass entries" and analyzed several scenarios. One of them contemplated simultaneous crossings by sea and over the fence, with a medium-low probability but a risk level classified as "EXTREME".

The documentation released by the Executive therefore confirms that there were prior warnings. It also reflects the enormous difficulty in calculating the magnitude of the movement. A police report from July 28 still maintained that no intelligence indicators were observed that would anticipate the organization of a mass jump for the 30th. The documents released this Wednesday show how the warnings gained precision as the crisis approached.

Puente's third conclusion refers to Morocco's actions during the first hours. The minister recalls that the reports offer different explanations for the initial passivity of its security forces, among them the lack of personnel caused by the Throne Day events.

The analysis prepared on July 30 itself was especially critical of Rabat. It detected a "lack of proactive reaction", described the Moroccan Auxiliary Forces as overwhelmed, and placed the deployment of the first riot units three hours after the loss of control of the breakwater. Puente maintains that this delayed response currently lacks elements to prove an operation organized by the Moroccan State.

Puente responds to Ayuso with the 6.3 million penthouse

The interpretation of the reports has caused another confrontation between Puente and Isabel Díaz Ayuso. The president of the Community of Madrid has assured that the CNI and the National Police warned of the "invasion", has accused Sánchez of remaining immobile and has called him "a dog with an owner" before demanding his resignation.

Puente responded by shifting the focus to one of the most uncomfortable issues for the Madrid government. "Let's see if you declassify the penthouse papers, which for now you are denying to the political groups that are asking you for them," the minister wrote.

The socialist leader was alluding to the penthouse acquired by the public company Planifica Madrid for 6.3 million euros. The regional Executive initially presented the property as a temporary office for the Presidency, while the opposition demanded to know the complete file and the reasons for the operation.

The purchase raised suspicions due to its high price, its location, and the lack of clear explanations about its intended use. After the operation came to light and political pressure grew, the Ayuso Government backed down and put the penthouse back on the market.
