Junts threatens to leave the Government without "a single vote" if Catalonia takes in minors arriving in Ceuta

Junts has turned the reception of minors who arrived in Ceuta during last week's migratory crisis into a new parliamentary ultimatum to Pedro Sánchez. The pro-independence party has warned that the Government will not receive "a single vote" from them if Catalonia participates in the transfers to the autonomous communities.

Junts' spokesperson in Congress, Míriam Nogueras, spread the threat this Tuesday via 'X'. "Junts will not give a single vote if Catalonia is NOT left OUT of the distribution," she wrote before boasting of having achieved a similar exception with minors from the Canary Islands. "We achieved what no one had ever done: in the distribution, Catalonia WAS LEFT OUT. And we did it alone," she added.

Nogueras also lashed out at the rest of the Catalan deputies, in a direct reference to Esquerra Republicana, for allegedly allowing Spain to continue "abusing Catalans." The spokesperson assumes that her stance may receive accusations of racism, but maintains that Catalonia is under strain and lacks resources to absorb more arrivals.

Junts' version of the previous distribution deserves an important nuance. When the Government agreed with the party on the reform of the Immigration Law in March 2025, the pro-independence party itself announced that Catalonia would receive between 20 and 30 of the approximately 4,000 minors who were to be transferred, compared to the more than 700 it estimated for the Community of Madrid. Junts now presents that reduction as a complete exclusion.

The ultimatum comes as Ceuta continues to care for hundreds of minors under guardianship after an influx that overwhelmed all its resources. The president of the autonomous city, the popular Juan Vivas, even described the situation as a national emergency and demanded an urgent and coordinated response from the entire State.

The PP also leaves Ceuta alone

Pressure on the Government increases due to the rejection of the Popular Party. Its deputy secretary of Sectoral Coordination, Alma Ezcurra, has assured that the communities governed by the PP will comply with the law, although she has warned that they will not assume "the consequences of the Government's irresponsibility".

Miguel Tellado has been even more direct. Asked about the reception of minors in the popular autonomies, the general secretary of the PP has held Moncloa exclusively responsible. "The one who created the problem is the one who must solve it. It's called the Government of Spain, it's called Pedro Sánchez," he replied.

Génova's position directly hits the Ceuta government of its own party. The relocation mechanism allowed 437 minors to be transferred from the city during its first year of operation and avoided even greater pressure on a reception system with barely 27 ordinary places. Juan Vivas has repeatedly defended the need to involve the rest of the territories.

Podemos and Izquierda Unida have criticized the popular party for this contradiction. Pablo Fernández accuses the PP of exhibiting its "moral misery" in a race with Vox to see "who is more embarrassing." Enrique Santiago believes that their regional governments will again fail to comply with their obligations and "will abandon Ceuta".

The Government thus faces double resistance. Junts conditions its votes on a territorial exception and the PP places all responsibility on Sánchez while its Ceuta Executive asks for help. Moncloa will have to gather support to maintain the transfers without granting Catalonia another privileged treatment in the reception of minors.
