The far-right brings its xenophobic concept of 'national priority' to Congress: Vox demands "real, lasting, and verifiable roots"

The party led by Santiago Abascal, Vox, will defend this Tuesday in the Congress of Deputies a non-legislative proposal with which it intends to claim the xenophobic concept of ‘national priority’ in the distribution of social aid and access to public housing. The initiative will be debated in the last ordinary plenary session. 

The far-right considers that public funds should be preferentially allocated to Spanish citizens and proposes that priority be given in benefits to those who demonstrate a “real, lasting and verifiable rootedness with the territory”. To this end, the proposal calls for the implementation of a “reinforced minimum period of rootedness, registration and connection with the territory” as a requirement to access aid and benefits. In addition, Vox advocates linking the granting of these resources to the history of contributions and contributions to the public system.

The initiative also contemplates excluding people in an irregular situation from these aids, although it establishes an exception for “cases of vital urgency.”

In the area of protected housing, the party proposes to toughen access conditions. Among the measures included is the requirement of ten years of registration in Spain to opt for the purchase of public housing and five years to access one under a rental regime.

Likewise, Vox proposes to prevent access to these programs for those who have been convicted in the last five years for crimes of trespassing or usurpation of homes.

The proposal reaches the Lower House after the party failed last week to gather enough support to pass a motion with which it intended to apply ‘national priority’ in access to protected housing.

"A change of policies and measures" in Andalusia with 'national priority'

“Things are going slowly but well,” said the national spokesman for the far-right Vox party, José Antonio Fúster, in relation to the negotiations in Andalusia with Juanma Moreno Bonilla’s PP. He also assured that including the concept of ‘national priority’ –implemented in communities such as Extremadura, Aragon and Castilla y León– in the future pact “is an obligation, without a doubt.”

Fúster highlighted that conversations had already begun and that since last Tuesday the ultra party stated that there had to be “a change in policies and measures to improve the lives of Andalusians”. In this regard, when asked about the controversial term, he clarified that agreeing to it “is an obligation, without a doubt” and, according to Fúster, it was widely accepted among the population of all ideologies.

Regarding their entry into the Andalusian Executive, he explained: “We rule nothing out, the deadlines and forms of compliance can be very different in the regions.” However, if they follow, as expected, the steps they have taken in the rest of the agreements, they would request some ministry and entry into the Government with a vice-presidency.

In the Andalusian regional elections of 2026, the Popular Party won again with 53 seats, but fell just two short of an absolute majority, which forced it to seek support to be able to govern with stability. The PSOE remained the second force with 28 deputies, while Vox consolidated its position with 15 seats and Adelante Andalucía rose to 8. With this result, the PP did not have enough margin to govern alone and would need to rely on Vox to reach the necessary majority in the investiture and in parliamentary management.
