The Government and Ceuta maintain their confrontation over the migratory crisis: Vivas stands up Marlaska during his visit while maintaining his meeting with Feijóo

The Minister of Interior, Fernando Grande-Marlaska, travels this Monday to Ceuta to learn firsthand about the situation derived from the massive entry at the end of July. During his visit, he plans to tour the Temporary Foreigners Reception Center (CATE), different units of the National Police and the Civil Guard, and the facilities of the Asylum and Refuge Office.

Within the framework of this trip, the central government had proposed a meeting between Marlaska and the president of Ceuta, Juan Jesús Vivas. However, according to 'Europa Press', government sources have stated that the Ceuta leader has refused to hold this meeting, citing agenda problems.

Vivas's agenda for this Monday precisely includes a meeting with the president of the PP, Alberto Núñez Feijóo, and with Manfred Weber, president of the European People's Party. The three also plan to offer a joint press conference during midday. In this context, the news agency asserts that the central Executive has questioned why Vivas does not have time to meet with a member of the Government during the minister's visit, while he does maintain an appointment with leaders of his political party. The episode occurs amid the differences that both executives maintain regarding the management of the migratory crisis.

Ceuta ignores the proposal to transfer 500 to the peninsula

The central Government of Pedro Sánchez and the Executive of Ceuta of Juan Jesús Vivas are starring in various clashes over competencies, initiatives, and coordination in the face of the migratory crisis that the autonomous city is experiencing. In this regard, 'Cadena SER' reported that the Ceuta Government received a proposal from the Ministry of Youth and Childhood to transfer 500 migrant minors to the peninsula.

The initiative was received through an email dated August 28, to which the Government, as of September 17, has not received a response. However, Ceuta denies to the aforementioned media having received such a proposal.

"I send you the proposal that the entity sent us for the reception of minors on the peninsula, which I believe can adjust to what you need to address the over-occupation situation of the Ceuta protection system and avoid further saturation of services," begins the email to which 'Cadena SER' has had access.

The email from the Ministry of Youth and Childhood conveyed to the Government of Ceuta the proposal to relocate migrant minors to centers of social entities on the peninsula, with the aim of alleviating pressure on the autonomous city's reception network. The measure, which had already been used in other migratory crises, would free up places to care for minors who remained on the streets.

The communication also attached a detailed protocol on the technical procedure for carrying out the transfers, including individualized interviews with minors through mobile and transfer units, as well as the intervention of the teams from Ceuta and the Ministry itself. The entity in charge of reception would have small centers, with between 20 and 30 places, and with more than 13 years of experience.

The Ministry also explained that the cost of assessments, file management, and transfers to the peninsula could be covered by the 25 million euros approved in the Sectoral Conference. The communication also responded to some doubts raised by Ceuta about the accreditation of the centers, noting that the places had already been enabled for previous situations.

The confrontation over minors is not an isolated case between the executives. This Wednesday, the government control session of Pedro Sánchez in the Congress of Deputies was marked by the migratory crisis in Ceuta after the massive entry of people into the territory. The day began with the face-to-face meeting between the President of the Executive and the leader of the PP, Alberto Núñez Feijóo, in which the 'popular' demanded responsibilities from him.

However, upon leaving the hemicycle, he was asked about the reason why a thousand unaccompanied migrant minors remain on the streets of Ceuta. In this regard, Pedro Sánchez stated: “Ask Vivas about that”. Thus, the head of the Executive reiterates that the competence over this aspect falls to the Government of Ceuta presided over by Juan Jesús Vivas.
