The PP of Alberto Núñez Feijóo has rewarded the mayor of Alcobendas, Rocío García Alcántara, with a nine-position promotion in the candidacy for Congress for Madrid for the general elections of November 29: she moves from number 25 to 16. The mayor was in Mexico during the controversial trip of Isabel Díaz Ayuso and attended the Platino Awards, after the regional president canceled her attendance. While García improves her position, Manuel Bautista and Judith Piquet are left off the list.
‘ElConstitucional.es’ has been able to confirm these changes regarding the 2023 list, when the three mayors occupied consecutive positions in the candidacy headed by Alberto Núñez Feijóo: Bautista was number 23; Piquet, 24; and García Alcántara, 25.
The two departures occur while the mayor of Móstoles faces an investigation for alleged sexual and workplace harassment and the mayor of Alcalá de Henares has a prosecutor's request for disqualification for the dissemination of a police report.
In contrast, García Alcántara has publicly thanked Feijóo and Ayuso for her inclusion in the candidacy. Her promotion to position 16 brings her closer to Congress, although she has stated that she intends to continue as mayor as long as she retains the trust of the residents.
Rocío García moves up nine positions after the Mexico controversy
Rocío García Alcántara's electoral journey is different. The mayor of Alcobendas improves nine positions compared to 2023, months after her presence at the Platino Awards in Mexico provoked requests for explanations from the municipal opposition.
García appeared in the front row of the gala that Ayuso had announced she would not attend. The Madrid government had attributed the cancellation to an alleged "boycott climate" by the government of Claudia Sheinbaum and pressure on the organizers.
The Xcaret group rejected that version and assured that it had requested to withdraw the invitation to the president due to her statements. The Mexican government also denied the pressures reported by the Community.
In Alcobendas, the explanation about the trip also changed. According to SER, the municipal executive went from describing it as private to justifying its institutional nature due to the audiovisual activity of the municipality. It maintained that it had not been paid with public money or committed a subsidy with the awards.
The expenses of Ayuso's trip and the archiving of the complaint
The financing of the trip of the president of Madrid continued to generate questions during the summer. On August 4, the Transparency Portal only showed 623.28 euros, corresponding to the use of the authorities' lounge at Barajas.
Ayuso then defended that only expenses assumed by the Administration could be published. Her cabinet indicated that other concepts had been paid by the promoter, without publicly detailing who had covered the entire trip.
There is also a new judicial development: the Prosecutor's Office has archived the complaint for possible bribery related to that trip, as it found no objective evidence of a crime. The document states that the lack of information on certain expenses does not, by itself, allow concluding that there was a criminally relevant advantage.
Bautista does not repeat while the investigation for alleged harassment remains open
The absence of Manuel Bautista comes with a lawsuit from a former PP councilwoman still pending resolution. The former councilwoman went to court in February 2026 and directed her actions against both the mayor and the party, which she reproaches for its response to the complaints she had internally transferred.
According to the complainant's account, Bautista made three sexual propositions to her, which she rejected. Afterwards, she claims, she suffered professional isolation, discrimination, and obstacles to performing her municipal duties. The former councilwoman links this alleged treatment to her refusal and states that she ended up leaving the City Council and the PP.
The lawsuit attributes alleged crimes of sexual and workplace harassment, injuries, coercion, against moral integrity, and disclosure of secrets. Bautista denies the accusations and his defense has requested the dismissal. The investigation remains open.
Piquet is out with a prosecutor's request for disqualification
Judith Piquet, mayor of Alcalá de Henares, also does not repeat. The Prosecutor's Office has requested two years and six months of disqualification for her alleged participation in the leak of an internal note from the Local Police.
The Public Ministry requests the same penalty for Raúl Castillo, the mayor's communications manager when the events occurred.
The Prosecutor's Office links the dissemination of the document with the attempt to support Ayuso's statements about alleged sexual assaults attributed to migrants from the reception center in the town. The president had made these accusations after an extraordinary meeting of her Government held in Alcalá.
