The Government of Ceuta has agreed this Tuesday to file a contentious-administrative appeal before the Supreme Court against the “inactivity” of the General State Administration in processing the administrative files of adult migrants who arrived in the city during the massive irregular entry on July 30 and 31, and who still remain there.

The spokesperson for the local Executive, Alejandro Ramírez, announced the decision at the press conference after the Governing Council, which gave the green light to this step after the Government did not respond to the prior request submitted by the City on September 18.

The prior request and the lack of response

The Ceuta government agreed to formulate that request on September 16 to urge the General State Administration to issue and notify, within one month, an express resolution in the procedures for expulsion or return and international protection of these people.

Once that period had elapsed without receiving a reply, the local Executive has chosen to resort to judicial channels to denounce the lack of assignment and deployment of the necessary personal and material means to resolve the files within the legally established deadlines.

A migratory situation that has become chronic

Alejandro Ramírez has pointed out that Ceuta's migratory situation has become chronic and that the city is still far from recovering normality, when three months are about to pass since the massive entry.

According to the local Government, none of the people who entered Ceuta during those two days has been returned to Morocco through an expulsion or return procedure. The returns that have occurred, he specified, have been voluntary or a consequence of the commission of a crime.

The appeal is, consequently, directed against the inactivity of the General State Administration in processing the procedures affecting adult immigrants who remain in the city, both in terms of expulsion or return and international protection.
