United Left warns the far-right Vox about the minors of Ceuta: "If they break the law, they will commit prevarication"

Antonio Maíllo has taken to the criminal sphere the open confrontation over the distribution of unaccompanied migrant minors remaining in Ceuta. The federal coordinator of Izquierda Unida has warned that the regional governments of PP and the far-right Vox could incur in prevarication if they refuse to comply with the transfers provided for in the legislation.

"The problem we have with the PP is that they have adopted Vox's theses and now we have to see that they are going to break the law and are going to commit prevarication," he stated in an interview with 'Europa Press'. Maíllo has further hardened his accusation by pointing out that, if they maintain this challenge, those responsible will end up being "criminals and lunatics in the regional governments".

The distribution has been regulated since March 2025, when the Government modified the Immigration Law to create a mandatory relocation system in situations of extraordinary migratory contingency. The procedure establishes that minors must be transferred within a maximum period of 15 days from their registration in the registry and distributed according to criteria such as population, reception capacity, and the effort previously made by each territory. State regulations attribute to the General State Administration the resolution of each transfer.

The accusation of prevarication launched by Maíllo would have to accredit the requirements set out in the Penal Code. Its article 404 requires that an authority issue an arbitrary resolution in an administrative matter and that it do so knowing its injustice. The IU leader maintains that this scenario could occur if a regional government adopts an express decision to disobey mandatory transfers.

The PP promises to comply while the far-right Vox announces a blockade

Génova has assured that its communities will abide by the rule despite their criticisms of the Executive. "The Popular Party always complies with the law and, on this occasion, also," said the national leadership, which demands a "fair, well-endowed and planned" distribution. The deputy secretary of Regional Policy, Elías Bendodo, insisted this Thursday that the popular governments will comply with the legislation, although he has transferred to the central Government the responsibility of resolving the emergency.

The position clashes directly with the far-right Vox, PP's partner in several autonomous communities. The Andalusian vice-president, Manuel Gavira, has announced that he will try to block any transfer to Andalusia and has invoked the government agreement signed with Juanma Moreno. The Extremaduran vice-president, Óscar Fernández, has also rejected the reception. Vox defends the return of minors to their families and demands a "frontal opposition" to the distribution from its popular partners.

Maíllo has accused the PP of alternating between Vox's discourse and an apparently moderate position depending on the moment. He has also reproached Juanma Moreno's "shameful silence" while his vice-president sets the Junta's response. The IU leader has recalled that the president of Ceuta, Juan Jesús Vivas, belongs to the PP itself and has asked for "help, assistance, aid and solidarity" in the face of a reception network that attends to around 1,100 minors and far exceeds its capacity.

The IU coordinator has extended his criticism to Junts for maintaining its veto on reception and competing with Aliança Catalana to harden its migratory discourse. "We are in a clear case of xenophobia and aporophobia," Maíllo denounced. "Here we are talking about the rejection and contempt of the poor, and in that the right-wing parties, whether they call themselves Catalanists or Spanishists, are the same".
