The pact of silence of the controversial penthouse for Ayuso: the Community of Madrid demanded confidentiality from the luxury real estate agency that sold it

The purchase of the controversial luxury penthouse intended for Isabel Díaz Ayuso was protected from the beginning by a confidentiality agreement. Promora, the real estate agency that managed the sale, has confirmed that the buying party requested privacy throughout the operation. That party was Planifica Madrid, a public company dependent on the Presidency Department of the Community of Madrid.

The firm explained to 'El País' that the sale began "like any other" and proceeded normally. The previous owner, Astrid Gil-Casares, was a regular client of Promora and commissioned the company to find a buyer for the property. The main difference came when Planifica Madrid demanded the signing of the confidentiality document. "They asked us for privacy," sources from the real estate agency said. The company maintains that during the process, documents were reviewed and some technical difficulties, common in operations of this level, arose. The agreement now prevents Promora from identifying the agreed conditions and confirming how much the Community of Madrid finally paid.

The company is well acquainted with the luxury residential market. It was founded in La Moraleja in 1975 and currently has four offices specializing in some of the most exclusive areas of Madrid. The Salamanca neighborhood branch was responsible for marketing the penthouse located at number 35 of Paseo del General Martínez Campos, in the heart of the Almagro neighborhood.

The property was advertised at the end of January for 6.6 million euros. The promotion presented its 485 square meters as "absolute luxury" and highlighted its five en-suite bedrooms, six bathrooms, home automation, two parking spaces, two storage rooms, and a large corner terrace. The simple note from the Property Registry attributes almost 200 square meters to that terrace.

Promora also disseminated an elaborate video of the interior that TVE's 'Mañaneros 360' published this Monday. The montage toured the rooms, the private cinema, the kitchen, and the common areas while a voice claimed to have "finally reached the top" and to contemplate others "small from above." The real estate agency used that aspirational message to sell an exclusive residence that months later was presented by the Madrid government as a future institutional office.

Sources from Promora assure that they never knew if Ayuso personally visited the property before the purchase. They also admit that they do not "fully understand the move" from a political point of view. The company participated throughout the process, but the signed agreement prevents it from specifying whether the final price reached the announced 6.6 million or was below.

The price and the purchase file remain under lock and key

Planifica Madrid acquired the penthouse last April 14, and the operation remained out of public knowledge for more than three months. The purchase did not appear in the public company's budgets nor was it listed on its Transparency Portal when it was discovered at the end of July.

The regional government has also not yet shown the complete file, the report justifying the need to buy the home, or a possible budget increase. The appraisal used, the alternatives studied, the identity of those who approved the operation, and the possible commission paid for real estate intermediation are still unknown.

The confidentiality required of Promora explains the private company's silence but leaves the Administration's responsibility to the Assembly and citizens intact. Planifica Madrid managed public funds and still needs to clarify why it chose precisely that penthouse, how much it paid, and who made the decision.

The first version of the Madrid Executive placed a temporary office there for Ayuso and a reduced team during the future works of the Royal Post Office. Hours later, sources close to the president acknowledged that the use was not yet 100% decided. The home maintains a residential license, and municipal regulations prevent installing offices on a floor of those characteristics.

Ayuso's Government subsequently went from defending the acquisition to announcing its sale. It also assured that it would put on the market another "four properties" on Gran Vía to allocate the income to the reconstruction of the Sierra Oeste. Those supposed four properties are a single office floor registrally divided into four properties, and Planifica Madrid was already trying to sell it since August 2025.

Ayuso points to migrants to divert attention and the PP considers the matter explained

The new information about Promora and the confidentiality agreement has not led to an additional explanation from Ayuso. The regional president responded this Tuesday to requests for an appearance by shifting the debate towards the migratory crisis in Ceuta and the distribution among the autonomous communities.

"It's strange that the left doesn't ask for an extraordinary plenary session of the Madrid Assembly in August to know how many illegal immigrants Sánchez is going to send us without consulting us," she wrote. Ayuso assured that this issue affects money, public services, coexistence, and security. In her message, she did not mention the price of the penthouse, the confidentiality agreement, or the documentation requested by the opposition.

The national leadership of the PP has also closed ranks with the president. The Deputy Secretary for Sectoral Coordination, Alma Ezcurra, defended that Ayuso had already offered the "appropriate explanations" and criticized the attention given to the matter by several government ministers. "For the PP, the explanations have been given," she insisted, although she added that the president will respond if anyone considers it necessary to request more information.

The position contrasts with the doubts expressed on Monday by Cayetana Álvarez de Toledo. Asked about the operation, the popular deputy acknowledged that she still had not understood the purchase. She was the first national leader of the party to publicly distance herself from the explanations offered by the Madrid Government.

The PSOE-M has requested the urgent convocation of the Permanent Deputation of the Assembly for Ayuso and her Executive to be held accountable during August. Más Madrid is preparing a complaint for alleged embezzlement and a lawyer has already taken the operation to the Court of Accounts for the possible damage caused to public coffers. The complete file of the purchase still has not reached the Madrid Assembly.
